This may be accomplished by submerging the outlet pipe <br /> below the normal water elevation. In regard to the proposed outlet control <br /> structure, the top of casting on the manhole should be an open grate set at an <br /> elevation below the overflow so as to provide an emergency outlet in the case <br /> of the primary outlet is plugged or iced up during spring conditions. <br /> Response: The outlet pipe is shown submerged 1 foot below normal water <br /> elevation. An additional skimmer will be addressed at a later time with the final <br /> engineering process.
