. 88 <br /> (3) Garbage: <br /> • The site plan calls for a secured garbage area. <br /> (4) Easements: <br /> The City Engineer has reviewed the easements on the plan and recommends approval of the <br /> petitioner's plan, pending.the railroad will allow for the easement.The City Engineer has stated he <br /> does.not want-the discharge into the 37th Avenue Northeast system, which the petitioner, has . <br /> stated as option B if the railroad easement is not obtained. The City is quite confident an easement <br /> will be obtained from the railroad. However, at this time there is disagreement about the alternative. <br /> The petitioner would like some commitment to option B as the purchase agreements are being <br /> signed. <br /> (5) Landscaping: <br /> The landscaping calls for the appropriate landscaping. Irrigation is planned, according to the <br /> petitioner. The petitioner noted that a 3 foot high shrub will be installed along 37'Avenue North to <br /> screen headlights. <br /> (6) Curb Cuts: <br /> The petitioner has received approval for the proposed Silver Lake Road curb cut from Ramsey <br /> County and approval from the City for the 37th Avenue NE curb cut. <br /> (7) Wall signs: <br /> The proposed wall signs are within the City's requirements. The total wall signage planned for the <br /> store is.284.4 square feet. City ordinance states the petitioner may have up to 150 square feet of <br /> wall sign per right of way: <br /> • (8) Engineering Issues: <br /> Please see the letter from WSB and Associates noting the concerns of the City Engineer as it <br /> pertains to the site. <br /> (9) Public Safety Design and Review: <br /> The two city departments have been given the site plan to review for traffic hazards, sight lines, and <br /> overall site issues from a pubic safety standpoint. Overall, the site looks good. See note about from <br /> Fire Chief as it relates to a full block wall at the drive thru area. The Police Chief noted that a stop <br /> sign was omitted from the plan on the southeast-exit, which may just be an oversight, and that <br /> should be added. <br /> (10) Store Hours of Operation: <br /> According to the petitioner, the store hours are expected to be 7:00 a.m.-to 11:00 p.m. However, <br /> the petitioner also has stated Walgreens doesn't typically set their hours until shortly before the <br /> store opening. <br /> (11) Rear Yard Setback: <br /> The petitioner has pointed out the setback from the rear property line is 3 feet, and this.is from the <br /> drive aisle area. <br /> Staff Recommendation: <br /> Staff recommends approval of the development, per staff comments contained in this <br /> • memorandum, the City Engineers' comments, and the Planning Commissioners' comments <br /> contained in the December 19, 2000, minutes. <br />
