He explained,that it would have been helpful if a <br /> 2 visual presentation could have been made so all understand how it would look. <br /> 3 Mayor Cavanaugh stated the electronic readerboard sign was discussed by the Planning <br /> 4 Commission as well. He suggested the sign size variance request be returned to the <br /> 5 Planning Commission for further debate, without the issue of the electronic readerboard <br /> 6 sign. <br /> 7 Horst stated he would not object to that but noted this decision is the Council's <br /> 8 responsibility. He stated his desire for consistency. <br /> 9 Thuesen asked if the sign can be placed on a berm. Mr. Kalscheur stated the sign is <br /> 10 proposed to be on an eight foot berm which is all the ordinance allows. <br /> 11 Sparks asked why the request should be returned to the Planning Commission. Mayor <br /> 12 Cavanaugh stated he did not believe the issue had good closure at the Planning <br /> 13 Commission and the issue of the electronic readerboard has now been removed. <br /> •14 Stille.stated it was not indicated at the Planning Commission meeting that the building <br /> 15 would be located farther back and lower than Silver Lake Road. <br /> 16 Thuesen stated that may or may not be considered as a hardship so he would support <br /> 17 having the Planning Commission revisit this request and consider whether the City <br /> 18 should raise the "bar." <br /> 19 Mayor Cavanaugh corrected that bus service exists on Silver Lake Road and he thinks the <br /> 20 bus shelter will be reconstructed. Af <br /> 21 Mr. Kalscheur stated they are unclear about the bus service or whether the shelter will be <br /> 22 rebuilt. With regard to the referral back to the Planning Commission, he stated the <br /> 23 signage issue is very important to Walgreens and impacts signing the lease. He advised <br /> 24 that this site has not yet closed so he may have to take his chances that Walgreens will <br /> 25 accept a smaller sign with the absence of an electronic readerboard. <br /> 26 Council consensus was reached to refer the Walgreens sign variance request back to the <br /> 27 Planning Commission with the Council hearing the matter at the January 23, 2001 <br /> 28 Council meeting. <br /> 29 Sparks asked when the subcommittee will make a recommendation on the electronic <br /> •30 readerboard signs. Stille stated the potential sign location in front of City Hall was <br /> 31 discussed but found that the visibility was poor so an alternate location will be <br /> 32 considered. He explained that the sign representative will be asked to come out again. <br />
