I'll try to answer each of your concerns in the order you expressed them in your <br /> letter. <br /> 1. As requested, attached is a copy of a report entitled," The Establishment of I/I <br /> Goals for the Metropolitan Area". The information on how the MCES established <br /> the I/I goals should be spelled out in the report. <br /> 2. The I/I goal is fixed and ongoing. The City is expected to meet this goal within a <br /> five year period and keep its flows within this range after that. <br /> • 3. Your letter indicated that the City was concerned about setting a fixed number of <br /> connections to be removed per year as part of its non-voluntary program and <br /> recommended some language changes to paragraph 3e. I have reviewed your <br /> language and discussed your concerns with appropriate staff at the Council. It is <br /> our belief that the Metropolitan Council directed staff to obtain an agreement with <br /> the City that was more detailed then proposed by your suggested language. I have <br /> attached a revised agreement that reflects a proposed compromise. <br /> Under the terms of the agreement, the City_can_.ston Their non-voluntary program after. <br /> they have met the established I/I goal over a 2-year period. But, if future flows show that <br /> the I/I goal is no longer being met then the non_-voluntary program would again be <br /> initiated until either the goal was met for 2 years or the City has completed a inspection <br /> ofa1Laf it's homes.
