r <br /> rPhase-1 ESA Executive Summary <br /> ' Background. <br /> Short Elliott Hendrickson Inc.® (SEH) was retained by the City of St..Anthony, Minnesota to <br /> 1 conduct a Phase I Environmental Site Assessment (ESA) for the Custom Liquidators property <br /> (subject property). The subject property is located at 2654 Kenzie Terrace, in St. Anthony, <br /> Hennepin County, Minnesota. <br /> ' The subject property consists of approximately one acre. One building is located on the subject <br /> property and was constructed in 1958 for the purpose of a bowling alley. The bowling alley was <br /> in service until 1993 and stood vacant until 1995. In 1995, it was purchased and utilized as a <br /> ,r showroom for used office furniture. <br /> Findings and Conclusions <br /> According to the Vista report, properties adjacent to the subject property were identified as <br /> having a potential to create a recognized environmental condition (REC) on the subject property. <br /> ' Seven leaking underground storage tank (LUST) sites are located within '/z-mile of the subject <br /> property. Six of the seven LUST sites have received closure from the Minnesota Pollution <br /> Control Agency (MPCA).- The remaining site appears to have a low potential to create a REC at <br /> ' the subject property based on the estimated flow direction of groundwater and distance from the <br /> subject property. One underground storage tank (UST) site (Phillips 66) is located immediately <br /> adjacent northeast of the subject property. Additional sites were also identified, however, due to <br /> the distance and/or direction from the subject property, it is unlikely for these sites to create a <br /> REC at the subject property. <br /> Through aerial photographs,. fire insurance maps, topographic maps, and interviews, SEH <br /> ' reviewed the history of the properties on and adjacent to the corridor to identify past uses and <br /> potential RECs. SEH also reviewed documents associated with the physiography of the subject <br /> property. No RECs were identified during the review the physiography documentation. <br /> However, while reviewing historical information, it was noted that several service stations and <br /> unidentified commercial buildings were located adjacent and near the subject property. The <br /> potential exists for these service stations to create a REC on the subject property. <br /> rA previous Phase I ESA was conducted in 1995 and reviewed by SEH. Conclusions and <br /> recommendations in the 1995 report included the identification of asbestos containing materials <br /> (ACM) encountered during an asbestos inspection. In addition, stored paints and painting <br /> supplies were observed in a basement storage area. These materials (paint and supplies) were <br /> not observed on the day of the site reconnaissance for this report. <br /> rRecommendations <br /> Based on the findings and conclusions of this Phase I ESA, no soil or groundwater investigations <br /> are warranted at this time, for this site. If remodeling or demolition of the building is performed, <br /> SEH recommends conducting additional detailed inspections and/or removal of ACM from the <br /> 1 building. The inspections should include sampling and analyzing suspect interior and exterior <br /> building materials for ACM by a licensed asbestos inspector. In addition, the building should be <br /> inspected for other environmentally hazardous. materials and structures such as lead-based <br /> materials, mercury-containing switches, fluorescent light bulbs, floor drains, storage of <br /> rhazardous chemicals and substances, etc. <br /> 1 <br />
