MEMO 21 <br /> • DATE: 2/14/01 MEETING DATE: 2/20/01 <br /> TO: Planning Commissioners <br /> FROM: Susan Henry, Assistant.City Manager <br /> RE: Fitness Crossroad - Request for Conditional Use Permit <br /> Requested Action: <br /> Applicant Barry Tedlund is requesting a conditional use permit for a health club and tanning salon <br /> for a vacated space in the St. Anthony Shopping Center, located at 2912 Pentagon Drive. The <br /> business name for the new health club is Fitness Crossroad. <br /> Backaround: <br /> February 20, 2001 is the public hearing for the conditional use permit for Barry Tedlund to operate <br /> a fitness center with tanning services in St. Anthony. Health clubs, or fitness centers, and body <br /> tanning salons are considered permitted conditional uses by the city code. Mr. Tedlund is planning <br /> to renovate a former hardware store in the St. Anthony Shopping Center. The City Council has <br /> waived the Concept Review stage, due to fact that Mr. Tedlund would like to get going with the <br /> project for a spring opening. <br /> During a conditional.use permit-review, Commissioners may want to consider,such an_issue as <br /> hours of operation. Mr. Tedlund said he plans to be open 5:00,a.m. to 11:00 p.m., Monday through <br /> Friday, and possibly 8:00 a.m. to 8:00 p.m. on Saturdays. Mr. Tedlund is not sure about the <br /> Saturday and Sunday hours. Commissioners may want to the hours more pinned down from Mr. <br /> Tedlund. <br /> Another issue to consider is parking and the number of spaces available in relation to the <br /> numbers/traffic expected at the fitness business. City code states the total are of a parking lot, <br /> including all parking spaces, drive aisles, islands and landscaping must be no less than the <br /> required number of parking spaces multiplied by 300 square feet. <br /> In terms of building signage for the fitness business, Mr. Tedlund must comply with the St. Anthony <br /> Shopping Center lease agreement, as there is specified sign criteria called out. Staff has a copy <br /> of the sign criteria for the St. Anthony Shopping Center. <br /> Mr. Tedlund intends to provide other services at Fitness Crossroad; however, they are all <br /> considered permitted uses in the commercial district. These include services such as childcare, <br /> sandwich/juice bar, dry cleaning drop-off and pick-up, personal training, and therapeutic massage. <br /> While some uses may be permitted by the City, Mr. Tedlund must receive the necessary approvals <br /> for the type of use from the appropriate government agency (i.e. child care and restaurant <br /> approvals are through Hennepin County). In addition, the City Manager will need to verify that a <br /> licensed professional will be performing the therapeutic massage at the site. <br /> The rehabilitation work is overseen by St. Anthony Building Official Greg Schmit. Mr. Tedlund will <br /> • receive the building permit from Mr. Schmit when the plan meets 1998 Minnesota State Building <br /> Code. Mr. Schmit has been working with Mr. Tedlund and his architect on the plan review. The <br /> letter attached dated Januay 18, 2001, from Greg Schmit, reflects some communication as it <br /> relates to the plan. <br />
