He suggested <br /> 2 that they remain broad with their ordinance. <br /> 3 <br /> 4 Vice Chair-Stille agreed with Commissioner Steeves' comments to change the ordinance. <br /> 5 Chair Melsha indicated that the decision to change the ordinance was consistent,with the <br /> 6 City's philosophy to fix the policy. Ms. Henry indicated that this evening is for the <br /> 7 public input, not the actual language of the ordinance. She added that this evening is not <br /> 8 where they draft the actual language, and as long as the Commission is comfortable with <br /> 9 the direction, they can move forward. <br /> 10 <br /> 11 Commissioner Thomas asked if it was possible to have the City look into the safety <br /> 12 implications of the sign, as part of a conditional use so that they could have some of that <br /> 13 information before a final decision on the sign was made. Commissioner Steeves stated <br /> 14 that would be part of the conditional use application that would accompany a sign <br /> 15 proposal. <br /> 16 <br /> 17 Commissioner Steeves added that he was really opposed to the Planning Commission <br /> 18 having a specific project inform the ordinance change, rather than thinking of the <br /> 19 ordinance change independent of any project because it is policy decision as opposed to a <br /> 20 project decision. <br /> 21 <br /> 22 Chair Melsha asked Ms. Henry if it were acceptable to motion that they adopt an actual <br /> 23 ordinance change. Ms. Henry indicated that it was okay to do so now, or to extend the <br /> 24 public hearing to the next meeting. <br /> 25 <br /> 26 Commissioner Tillman indicated that there is still the opportunity for residents to offer <br /> 27 their opinions at any of the following three readings by the City Council. <br /> 28 <br /> 29 Chair Melsha asked if anyone would entertain a motion. Commissioner Hanson asked if <br /> 30 the conditions needed to be discussed tonight, since the Planning Commission would not <br /> 31 have the opportunity to view the ordinance change before it went to the City Council. <br /> 32 Commissioner Tillman stated that the conditions would be very specific for where they <br /> 33 decide to place the sign. Chair-Melsha stated that a lot of the things that they have <br /> 34 mentioned up to this point would be incorporated as conditions. <br /> 35 <br /> 36 Commissioner Steeves indicated that the discussion tonight and the minutes from the <br /> 37 meeting will give ample guidance to the staff on potential conditions to be listed, and on <br /> 38 the thoughts of the Commission regarding the ordinance so that the staff, in consultation <br /> 39 with the City Attorney, will be able to draft language that will be fully acceptable. <br /> 40 <br /> 41 Commissioner Hanson stated that he did not want the Council to be doing their work for <br /> 42 them by creating the language of the ordinance, and recommended that they table the <br /> 43 issue, and review possible conditional uses to discuss at the next meeting. Chair Melsha <br /> 44 indicated that he did not see any specific conditional uses being included in the ordinance. <br />
