He suggested 2 that they remain broad with their ordinance. 3 4 Vice Chair-Stille agreed with Commissioner Steeves' comments to change the ordinance. 5 Chair Melsha indicated that the decision to change the ordinance was consistent,with the 6 City's philosophy to fix the policy. Ms. Henry indicated that this evening is for the 7 public input, not the actual language of the ordinance. She added that this evening is not 8 where they draft the actual language, and as long as the Commission is comfortable with 9 the direction, they can move forward. 10 11 Commissioner Thomas asked if it was possible to have the City look into the safety 12 implications of the sign, as part of a conditional use so that they could have some of that 13 information before a final decision on the sign was made. Commissioner Steeves stated 14 that would be part of the conditional use application that would accompany a sign 15 proposal. 16 17 Commissioner Steeves added that he was really opposed to the Planning Commission 18 having a specific project inform the ordinance change, rather than thinking of the 19 ordinance change independent of any project because it is policy decision as opposed to a 20 project decision. 21 22 Chair Melsha asked Ms. Henry if it were acceptable to motion that they adopt an actual 23 ordinance change. Ms. Henry indicated that it was okay to do so now, or to extend the 24 public hearing to the next meeting. 25 26 Commissioner Tillman indicated that there is still the opportunity for residents to offer 27 their opinions at any of the following three readings by the City Council. 28 29 Chair Melsha asked if anyone would entertain a motion. Commissioner Hanson asked if 30 the conditions needed to be discussed tonight, since the Planning Commission would not 31 have the opportunity to view the ordinance change before it went to the City Council. 32 Commissioner Tillman stated that the conditions would be very specific for where they 33 decide to place the sign. Chair-Melsha stated that a lot of the things that they have 34 mentioned up to this point would be incorporated as conditions. 35 36 Commissioner Steeves indicated that the discussion tonight and the minutes from the 37 meeting will give ample guidance to the staff on potential conditions to be listed, and on 38 the thoughts of the Commission regarding the ordinance so that the staff, in consultation 39 with the City Attorney, will be able to draft language that will be fully acceptable. 40 41 Commissioner Hanson stated that he did not want the Council to be doing their work for 42 them by creating the language of the ordinance, and recommended that they table the 43 issue, and review possible conditional uses to discuss at the next meeting. Chair Melsha 44 indicated that he did not see any specific conditional uses being included in the ordinance.
