Planning Commission Meeting <br /> June 19, 2001 <br /> Page 8 <br />_ t <br /> 2 Motion by Vice Chair Stille, second by Commissioner Tillman, to recommend an <br /> 3 ordinance amendment to allow for electronic signs, as a conditional use, for public <br /> 4 informational-uses only, in areas zoned recreational space on city and/or school-owned <br /> 5 property. Considerations should be given to safety and aesthetics. <br /> 6 <br /> 7 Motion carried 4-2, Commissioners Hanson and Hatch opposed. <br /> 8 <br /> 9 IX. INFORMATION AND ANNOUNCEMENTS. <br /> 10 9.1 Next steps in the Northwest Quadrant Redevelopment Master Planning Process. <br /> 11 Craig Rapp, with Dahlgren, Shardlow and Uban (DSU),came forward to update the <br /> 12 Commission with where they are in the process of the Northwest Quadrant <br /> 13 Redevelopment Project. He stated that he was a principal of the firm, and was filling in <br /> 14 for John Shardlow, who had a prior commitment tonight. <br /> 15 <br /> 16 He stated that he was there to provide a recap of the big picture of the process of <br /> 17 redeveloping the Northwest Quadrant. He reviewed his background, indicating his high <br /> 18 level of expertise with regard to the project. He also expressed how much his firm has <br /> 19 enjoyed working on this project with the staff in the City of St. Anthony. He indicated <br /> 20 that it was important to remember that it is a step-by-step incremental process, and that <br /> 21 they need to keep an eye on the future and to build on the momentum that has been <br /> 22 created. <br /> 23 <br /> 24 Mr. Rapp stated it was crucial in a redevelopment process that the City to have a vision, <br /> 25 as well as an understanding of the reasons behind the redevelopment project that they are <br /> 26 about to embark on. He added that it would be very important for the developers that will <br /> 27 be coming forward and providing their capital, to have an understanding of the level of <br /> 28 partnership that they will be entering into with them, so that they know that they have the <br /> 29 chance to impart their expertise into the project. <br /> 30 <br /> 31 Mr. Rapp indicated that there are several reasons as to why a city decides to reinvest in <br /> 32 itself. He stated that the Apache Plaza area is a significant piece of property in the City of <br /> 33 St. Anthony, and noted that it appears to be an appropriate time for the City to respond to <br /> 34 the changes that have taken place in the retail.market that have left Apache Plaza behind. <br /> 35 He stated the need to determine whether the City is prepared to make the necessary <br /> 36 changes. <br /> 37 <br /> 38 Mr. Rapp indicated that the steering committee has determined some concepts and ideas <br /> 39 that will be presented tonight by Jeff Basil. He added that it is important that they all <br /> 40 understand what the priorities have been for the project. <br /> 41 <br /> 42 Mr. Rapp stated that the property was very well located for a lot of different things,but <br /> 43 that there was a major impediment, called the Midwest Asphalt Plant. Determining how <br /> 44 to deal with Midwest Asphalt Plant is the largest, and first step that needs to be addressed <br /> 45 in the project. <br />
