E. HEART OF THE CITY STEERING COMMITTEE <br /> The Heart of the City initiative is comprised of a number of committees responsible for specific areas of interest. A Steering Committee coordinates each <br /> subcommittee's activities,establishes priorities,and manages the process.The Heart of the City Special District Committee,a subcommittee of the Heart of the <br /> City Steering Committee, has supervised the district's planning and design process. In addition to the chair and co-chair of the various committees, the Steering <br /> Committee consists of the City Council, Planning Commission, City Staff,the Chamber of Commerce, residential and commercial property owners, as well as <br /> the education and faith communities. <br /> F DESIGN PROCESS <br /> The following steps were undertaken for this project: <br /> • An analysis of existing site and market conditions; <br /> • A visual preference survey workshop to establish image and character preferences for architecture,signs and streetscapes; <br /> • Preparation of town planning and design principles; <br /> • Preparation of an illustrative framework plan; <br /> • Organization of a Developers' Forum to gain insight and suggestions from the development community; <br /> • Development of the HOC zoning district to support the design principles; <br /> • Preparation of a development cost proforma; and <br /> • Creation of this Design Framework Manual <br /> Heart- of - Design . - •rk Introductio <br />
