Mr. Mike Momson <br /> City of St. Anthony <br /> f' 3301 Silver Lake Road <br /> I St. Anthony, MN 55418 <br /> i Re: Scope of Services to Prepare an Environment Assessment Worksheet <br /> Apache Plaza Redevelopment Project <br /> WSB Project No. 1065-79 <br /> Dear Mr. Mornson: <br /> As requested,please find outlined below a Scope of Services to prepare an Environmental <br /> Assessment Worksheet (EAW) for the redevelopment of the Apache Plaza site: <br /> UJ <br /> Task I -Project Management/Meetings UJ <br /> This task involves coordinating the activities of WSB Staff and the developer and <br /> reviewing the information that is developed with appropriate City Staff and Council <br /> members. This task also includes one meeting with City Council to review the <br /> EAW. <br /> Task 2- Collect Background Information <br /> Background information associated with the development of this property will be <br /> L y collected from a variety of sources including the City, Minnesota Historical Society, LU <br /> the Department of Natural Resources, and the Soil and Water Conservation District. <br /> .' This data will be reviewed and analyzed to address the environmental concerns of the <br /> project. <br /> Task 3-Identify Past Land Use and Existing Cover Types <br /> Information from the City and agencies will be reviewed to determine past land uses LU <br /> within the development site that may present environmental concerns such as soil <br /> contamination. Any concerns will be discussed within the EAW. The existing and <br /> proposed cover types will be determined based on field visits, aerial photography, <br /> and the proposed development plans. <br /> i ! <br /> Task 4-Evaluate Project Impact on Water Quantity and Quality <br /> As part of this task, water quantity and quality information will be developed based <br /> on information associated with the redevelopment of the site. This will include <br /> analysis of existing and proposed discharge rates, volumes, and anticipated impact on <br /> water quality on the surrounding water bodies. This analysis will be discussed in the <br /> 115 Olson EAW. <br /> Aemorial Highway <br /> Task S-Address Erosion and Sedimentation Control Measures <br /> .uit 3100 The EAW will address erosion and sedimentation control measures to be taken <br /> Ain eapolis during and after construction of the project.
