2003 POLICE OFFICER EDUCATION SUMMARY <br /> Prepared by Lt. Scholl <br /> The year 2003 challenged St. Anthony Police Department's need for a <br /> balanced education program, faced with budget restraints and the loss of <br /> comp time, forced us to carefully examine need verses cost. Officers kept <br /> their composure when certain schools were put on hold. Officers had to <br /> adjust knowing schools will be attended with little to no overtime used. <br /> Many came off their night shift tour and attended training during the day at <br /> straight hourly wage. <br /> SAPD made the best of a financially restricted year. We focused on <br /> attaining grant-funded education offered through county, state, and federal <br /> levels. <br /> We met the goals of the MN Police Officer Standards and Training (POST) <br /> education. All schools increased in costs. All officers met state guidelines in <br /> the following areas: <br /> • Use of Force (liability, hands on, MN statutes, federal case law, <br /> handcuffing, use continuum, verbal skills, ASP, Aerosols, practicals) <br /> • OSHA, through Anoka County Community College <br /> • Pursuit Driving, through St. Cloud State University (classroom, PIT, <br /> and emergency techniques) <br /> • Firearms Training (handgun, shotgun, less lethal, MP-5, 2 SIMS <br /> shoots) <br /> • Emergency Medical Services, through Hennepin County Medical <br /> Center (I" Responder and EMT) <br /> In order to save on costs, we used our well-trained certified instructors to <br /> cover needs in Use of Force and firearms. We conducted OSHA training at <br /> our City Hall and kept costs down by changing certification through Anoka <br /> County Community College. Even though pursuit driving and EMS training <br /> expenses had increased, our researched showed that we receive better <br /> training for a reduced cost then other POST certified options. <br /> SAPD had a good year of training. SAPD was able to conduct 2 SIMS <br /> shoots. Sergeant Diegnau received his management certificate through the <br /> 18 <br />
