City Council Regular Meeting Minutes 10 <br /> April 27, 2004 <br /> Page 10 <br /> 1 Fire Chief Hewitt explained the purpose of the plan was to identify hazards, risks, vulnerabilities <br /> 2 and measures that would prevent loss of life and damage to property while reducing future risks <br /> 3 in Hennepin County. He indicated the benefits of the hazard mitigation included but were not <br /> 4 limited to the following: saving lives and reducing injuries, preventing or reducing property' <br /> 5 damage, reducing economic losses, maintaining critical facilities in functioning order and <br /> 6 protecting critical infrastructure from damage. He added the hazards were listed and examined <br /> 7 for potential effects on Hennepin County and capabilities were analyzed, with local, state and <br /> 8 federal resources identified. <br /> 9 <br /> 10 Fire Chief Hewitt stated acceptance of the plan did not incur direct costs but involved a paradigm <br /> 11 shift from the Emergency Plan being reactive to the Mitigation Plan being proactive. He noted a <br /> 12 copy of the Plan was on file in the City Clerk's office. <br /> 13 <br /> 14 Fire Chief Hewitt requested Council approve acceptance of the Hennepin County Emergency <br /> 15 Preparedness Division Mitigation Plan. <br /> 16 <br /> 17 Motion by Councilmember Faust, seconded by Councilmember Horst, to adopt Resolution 04- <br /> 1.8 035 to adopt by ordinance an All-Hazard Mitigation Plan. <br /> 19 <br /> 20 Motion carried unanimously. <br /> 21 <br /> 22 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 23 City Manager Morrison reported the following: <br /> 24 ■ Interviews for Fire Chief were taking place and a decision would be made by the end of <br /> 25 the week. <br /> 26 ■ The Public Works Department had officially taken over the Public Works building, <br /> 27 which was 98% complete. He indicated demolition of the existing building would be <br /> 28 done on Thursday, April 29. He added some of the building would be preserved for <br /> 29 storage purposes. <br /> 30 <br /> 31 Mr. Mornson reported the following activities related to Silver Lake Village: <br /> 32 . A court hearing took place on April 26 regarding condemnation of certain properties, <br /> 33 which ruled in the City's favor. <br /> 34 ■ Building permits were pulled for improvements to Cub and for the liquor store.• He <br /> 35 indicated changes would be made so the entire area looked similar. <br /> 36 ■ Purchase Agreement for Tires Plus was signed. <br /> 37 ■ Plat was signed. <br /> 38 ■ PUD Agreement was signed. <br /> 39 ■ Planning Commission hearing for the final PUD on housing would be held in June or <br /> 40 July. <br /> 41 ■ A public hearing would be held on May 11 regarding condemnation of area properties. <br /> 42 ■ Ehlers' representatives would be present at the May 11 meeting to issue bonds. <br /> 43 <br /> 44 Councilmember Horst reported Community Services had not held a Board meeting during the <br /> 45 current month, as a quorum was not reached. He noted there were a few positions open on the <br /> 46 Community Services Board and asked interested residents to consider serving on the Board. <br />
