The length of time between funding and completion of some of <br /> the projects is of concern to the committee. In•particular, the unexpended balances <br /> of Year VI monies yet to be spent is of concern. The Urban Hennepin-County Coopera <br /> tion Agreement requires that all funds are to.be expended within two years of grant- <br /> approval- Year: VI monies wil-1, soon- be three years old.. <br /> It is with this agreement in mind that the Planning Area One Citizen Advisory <br /> • Committee is- requesting- that Urban• Hennepin. County -staff suspend processing of <br /> program amendments involving Year VI monies after March 15, 1983. However, in those <br /> cases where -an amendment is necessary to satisfy outstanding.contractual obligations, <br /> the Committee would consider allowing amendment approvals. <br /> In addition, the Committee requests that as -of June 1, 1983, Urban Hennepin County <br /> staff place all Year VI monies which remain 'unexpended or for which a necessary - <br /> amendment has not been approved, in a Planning Area ,One Contingency account. These <br /> contingency monies would be available to Planning Area One .communities through a <br /> specific application procedure as defined in Urban Hennepin County Administrative <br /> Rule 82-5. <br /> The Committee believes that these two actions are necessary to ensure that Planning <br /> Area One communities utilize the monies available i.n� a timely manner. <br /> Thank you for your cooperation.
