*was concerned-. there -might. :be I problems with liquor procure-.
ment (-Childs said this- would- not be ,the same as for a
liquor off-sale establishment) ;
*thought the extended hours might increase the possibility of
disturbances and fights. which could add to police calls
during their peak call period and could only be prevented by
excellent management and strict supervision;'.
*perceived_ it would only be with. this control that drug trans-
actions and other type of criminal activities could be i
avoided.
The Manager reported those had been the kind .of concerns which had
prompted the annual review of the amusement device licenses for the
Fun Center,' s operation in the St: Anthony Shopping 'Center, whose
proprietor often - appears -for those reviewal' 'sessions. Mr. Childs
indicated the Police -Department considers that - , to be a. well run
operation and have reported no major problems down there, although
the arcade is also. ..located within 200 or 300 feet of both the on
and off sale municipal, -liquor ' stores. He added that these facilit-
ies probably generated more problems than the Fun Center.
The City Manager answered the questions .posed ,by the
_Commission by:
*telling Chair Franzese he considered ..it to be more unusual
q'2 for a municipality to have a limited number of amusement
devices iicenses available than it was for a city the size
of- St . _Anthony to have two amusement arcades;
*saying he thought it be unusual for a city' s ordinance
g may
to require -these activities to be handled- as conditionally
permitted uses-, perceiving the applicants may not have had to
seek- these type of permits in the other cities they serve
because amusement arcades are permitted -commercial uses in
those municipalities ;
*recalling it had been the possibility of a 24 hour billiard
hall with a beer license located in St. Anthony which was one
of the - concerns which had initiated this zoning classifica-
tion for this use;
*indicating the opposition which was expressed against the .
Fun Center at those -hearings might have been magnified as an
example of what might be coming if the- billiard hall went in.. .
Proponents: , Daniel .
