' Marks noted the DWI . arrests and alcohol . levels <br /> 4 remained very high. <br /> 5 *Mr. Nelson discussed the September Liquor Sales Summary with <br /> 6 Councilmember Makowske. He confirmed that the figures for the Apache <br /> 7 warehouse 'operation reflected only the gross sales increase figures <br /> 8 and not the net figures for that month. The Liquor Operations <br /> 9 Manager consulted the report which the Council , had already been <br /> 10 provided , and which reflected the net- figures through. June, saying <br /> 11 that a comparison of the same period for the last two years only <br /> 12 showed a net increase of $512 - -for that store. over 1986. <br /> 13 *The Sales Summary and September Fire Department Report were ordered <br /> 14 filed. - Councilmember Marks asked Chief Hicker-son to comment on the <br /> 15 . 31 false alarms reported in the September Fire Department Report. <br /> 16 The Police Chief told him that many of • the calls his men had to <br /> 17 respond to had originated from residential alarm systems some of <br /> 18 which had not been correctly installed. He pointed out that, in <br /> 19 spite of the fact that the J. C. Penney management had changed alarm <br /> 20 companies , their store continued to experience alarm malfunctions for <br /> 21 -which they are being penalized for three calls above the allowed <br /> 22 number. Chief Hickerson reminded the Councilmembers that there are • <br /> 23 no penalties imposed on malfunctioning residential systems. , <br /> 24 CITY MANAGER <br /> 25 Childs Reports New . Proposals for City Taking Over the Parkview <br /> 26 Building <br /> 27 Mr. .Childs indicated he had put copies of the -minutes of the October <br /> 28 8th District #282 School Board meeting in each Councilmember ' s mail <br /> 29 box. - He drew their attention to the comments by School Board liaison <br /> 30 Durand related to the meeting he had attended, with Mr. Childs and <br /> 31 Superintendent Meriwether which was a continuation of the joint <br /> 32 Council/School Board meeting .held in September. . The City Manager <br /> 33 read the portions of that comment pertaining to the possibility of <br /> 34 the School "signing over the Parkview building to the City in return <br /> 35 for a multi-year use agreement for Community Services at no cost to <br /> 36 the School -District either of leasing space or. utilities. Mr. <br /> 37 Childs said some of the feedback the Board President had received to <br /> 38 that suggestion seemed to answer the St. Anthony/New Brighton issue. <br /> 39 He said the September 8th meeting had only been concerned with the <br /> 40' concept , not the - fine points , which would have to be worked out if <br /> 41 both .parties saw merit in the concept itself , including whether the- <br /> 42 ' City' s saving $36 , 000 in rent a year would offset the cost of <br /> 43 installing a new roof and heating system, etc. Mr. Childs indicated <br /> 44 talks with the school officials would continue and asked -for Council <br /> 45 reaction to the latest proposal . • <br /> 4 <br />
