City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 1 -- November 10, 1991 <br /> Page Number 2 <br /> 1 person, and every building used in whole or in part as a home or residence for two or more <br /> 2 persons or families living in separate units shall conform to the requirements of this <br /> 3 ordinance, irrespective of when such building may have been constructed, altered, or <br /> 4 repaired. This ordinance establishes minimum standards for erected dwelling units, <br /> 5 accessory structures, and related premises. If a minimum standard in this ordinance is in <br /> 6 question, the Minnesota Uniform Building Code, Minnesota State Electrical Code, <br /> 7 Metropolitan Wastewater Control Commission shall be referred to and be applicable in the <br /> 8 case that a minimal standard in this ordinance is not as stringent/current as the referred to <br /> 9 code. <br /> 10 <br /> 11 SECTION 1. <br /> 12 <br /> 13 DEFINITIONS. The following definitions shall apply in the interpretation and <br /> 14 enforcement of this ordinance: <br /> 15 <br /> 16 1. Accessory structure - a structure subordinate to the main or principal dwelling <br /> 17 or dwellings and which is not used nor authorized to be used for living or <br /> 18 sleeping by human occupants and which is located on or partially on the <br /> 19 premises. <br /> 20 <br /> 21 2. Building - any structure erected for the support, shelter, or enclosure of <br /> 22 persons, animals, chattels, or movable property of any kind. . <br /> 23 <br /> 24 3. Compliance Official - the City Manager and his/her designated agents <br /> 25 authorized to administer and enforce this ordinance. <br /> 26 <br /> 27 4. Dwelline - a building, or portion thereof, designed or used predominantly for <br /> 28 residential occupancy of a continued nature, including 1-family dwellings, 2- <br /> 29 family dwellings, and multiple family dwellings; but not including hotels and <br /> 30 motels. <br /> 31 <br /> 32 5. Dwelling unit - a single residential accommodation which is arranged, <br /> 33 designed, used or, if vacant, intended for use exclusively as a domicile-for one <br /> 34 family. Where a private garage is structurally attached, it shall be considered <br /> 35 as part of the building in which the dwelling unit is located. <br /> 36 <br /> 37 6. Family - any of the following definitions shall apply: <br /> 38 <br /> 39 - A person or persons related by blood, marriage, or adoption, together with <br /> 40 his/her or their domestic servants or gratuitous guests, maintaining a common <br /> 41 household in a dwelling unit; <br />
