The owner of a multiple family dwelling or dwellings shall 5 be responsible for providing and maintaining premises' yards consistent with Section . 6 #####. 7 8 SECTION 3. 9 10 MINIMUM STANDARDS FOR BASIC EQUIPMENT AND FACILITIES. N o 11 person shall occupy as owner, occupant, or let to another for occupancy any dwelling or 12 dwelling unit, for the purposes of living, sleeping, cooking and eating therein, which does not 13 comply with the following requirements: 14 15 KITCHEN FACILITIES. Every dwelling unit shall have a room or portion of a room in 16 which food may be prepared and/or cooked and which shall have adequate circulation area, 17 and which shall be equipped with the following: 18 19 1. A kitchen sink in good working condition and properly connected to an 20 approved water supply system and which provides at all times an adequate 21 amount of heated and unheated running water under pressure, and which is 22 connected to an approved sewer system. 23 24 2. Cabinets and/or shelves for the storage of eating, drinking, and cooking 25 equipments and utensils and of food that does not require refrigeration for 26 safekeeping; and a counter or table for food preparation. Said cabinets 27 and/or shelves and counter or table shall be adequate for the permissible 28 occupancy of the dwelling unit and shall be of sound construction furnished 29 with surfaces that are easily cleanable and that will not impart any toxic or 30 deleterious effect to food. 31 32 3. A stove or similar device for cooking food, and a refrigerator or similar device 33 for the safe storage of food, which are properly installed with all necessary 34 connections for safe, sanitary and efficient operation. Provided that such 35 stove, refrigerator, or similar devices need not be installed when a dwelling 36 unit is not occupied and when the occupant is expected to provide same on 37 occupancy, in which case sufficient space and adequate connections for the 38 installation and operation of said stove, refrigerator or similar device must be 39 provided. 40 41 TOILET FACILITIES.
