Posts and <br /> 2 framework shall be placed within the property lines of the owner and the actual fencing <br /> 3 material such as wire, lumber, pickets, etc. shall be placed on the side of the fence which <br /> 4 faces the street or the adjacent property. <br /> 5 <br /> 6 ACCESSORY STRUCTURE MAINTENANCE. Accessory structures supplied by the <br /> 7 owner, agent or tenant occupant on the premises of a dwelling shall be structurally sound, <br /> 8 and be maintained in good repair and appearance. The exterior of such structures shall be <br /> 9 made weather resistant through the use of decay-resistant materials such as paint or other <br /> 10 preservatives. All exterior wood surfaces, other than decay resistant woods, shall be <br /> 11 protected from the elements and decay by paint or other protective covering or treatment. <br /> 12 If 25% or more of the exterior surface is unpainted or determined by the Compliance <br /> 13 Official to be paint blistered, the surface shall be painted. If 25% or more of the exterior <br /> 14 surface of the pointing of any brick, block or stone wall is loose or has fallen out, the surface <br /> 15 shall be repaired. <br /> 16 <br /> 17 SAFE BUILDING ELEMENTS. Every foundation, roof, floor, exterior and interior wall, <br /> 18 ceilings, inside and outside stair, every porch and balcony, and every appurtenance thereto, <br /> 19 shall be safe to use and capable of supporting loads that normal use may cause to be placed <br /> 20 thereon. <br /> 21 <br /> 22 FACILITIES TO FUNCTION. Every supplied facility, piece of equipment or utility <br /> 23 required under City Ordinances and every chimney and flue shall be installed and <br /> 24 maintained and shall function effectively in a safe, sound and working condition. <br /> 25 <br /> 26 GRADING AND DRAINAGE. During the period May through October every yard,court, <br /> 27 passageway, and other portions in the premises on which a dwelling stands shall be graded <br /> 28 and drained so as to be free of standing water that constitutes a detriment to health and <br /> 29 safety. <br /> 30 <br /> 31 UNIT BELOW GRADE. No space located more than four feet below grade shall be used <br /> 32 as a habitable room of a dwelling unless approved by the Compliance Official. Approval <br /> 33 shall be based on compliance with the minimum standards of this Code for habitable rooms. <br /> 34 <br /> 35 YARD COVER. Every yard of a premises on which a dwelling stands shall be provided <br /> 36 with lawn or combined ground cover of vegetation, garden, hedges, shrubbery, and related <br /> 37 decorative materials and such yard shall be maintained consistent with prevailing community. <br /> 38 standards. <br /> 39 <br /> 40 DISCONTINUANCE OF SERVICE OR FACILITIES. No owner, operator, or <br /> 41 occupant shall cause any service, facility, equipment or utility which is required under this <br />
