Posts and 2 framework shall be placed within the property lines of the owner and the actual fencing 3 material such as wire, lumber, pickets, etc. shall be placed on the side of the fence which 4 faces the street or the adjacent property. 5 6 ACCESSORY STRUCTURE MAINTENANCE. Accessory structures supplied by the 7 owner, agent or tenant occupant on the premises of a dwelling shall be structurally sound, 8 and be maintained in good repair and appearance. The exterior of such structures shall be 9 made weather resistant through the use of decay-resistant materials such as paint or other 10 preservatives. All exterior wood surfaces, other than decay resistant woods, shall be 11 protected from the elements and decay by paint or other protective covering or treatment. 12 If 25% or more of the exterior surface is unpainted or determined by the Compliance 13 Official to be paint blistered, the surface shall be painted. If 25% or more of the exterior 14 surface of the pointing of any brick, block or stone wall is loose or has fallen out, the surface 15 shall be repaired. 16 17 SAFE BUILDING ELEMENTS. Every foundation, roof, floor, exterior and interior wall, 18 ceilings, inside and outside stair, every porch and balcony, and every appurtenance thereto, 19 shall be safe to use and capable of supporting loads that normal use may cause to be placed 20 thereon. 21 22 FACILITIES TO FUNCTION. Every supplied facility, piece of equipment or utility 23 required under City Ordinances and every chimney and flue shall be installed and 24 maintained and shall function effectively in a safe, sound and working condition. 25 26 GRADING AND DRAINAGE. During the period May through October every yard,court, 27 passageway, and other portions in the premises on which a dwelling stands shall be graded 28 and drained so as to be free of standing water that constitutes a detriment to health and 29 safety. 30 31 UNIT BELOW GRADE. No space located more than four feet below grade shall be used 32 as a habitable room of a dwelling unless approved by the Compliance Official. Approval 33 shall be based on compliance with the minimum standards of this Code for habitable rooms. 34 35 YARD COVER.
