City Council Meeting • <br /> November 12, 1991 <br /> Page 4 <br /> 1 Burt is preparing a flier to be sent home with the school children explaining <br /> 2 to the parents that the Drug Awareness Resistance Education (D.A.R.E.) <br /> 3 program is not tax supported but depends exclusively on community <br /> 4 support. It was agreed that if the public could see the response from the <br /> 5 two classes of fifth and sixth graders who have gone through the D.A.R.E. <br /> 6 program, the response to this benefit would probably be much different. <br /> 7 B. City Manager Reports <br /> 8 Court Ruling Mr. Burt reported the unfavorable court ruling in the City's <br /> 9 litigation against property owners at 2917-33rd Avenue N.E.. Proposed <br /> 10 ordinance modifications will be presented at the Council's November 26th <br /> 11 meeting. <br /> 12 TCAAP Water Contamination Hearings The City Manager indicated he <br /> 13 would be attending the afternoon meeting the next day and the David <br /> 14 McDonald, the attorney representing St. Anthony, would attend the public <br /> 15 hearing on the continuing contamination to be held at the Irondale High <br /> 16 School the evening of November 14th. Mr. McDonald will be stressing the • <br /> 17 importance of -the Army's keeping their agreement to complete the <br /> 18 Boundary Ground Water _Recovery System (BGWRS) to stop the flume of <br /> 19 contamination to St. Anthony. Mr. Burt added that the City's pumping <br /> 20 effect on the direction of the flume has been of special interest to the <br /> 21 Chicago engineering firm tracking the path of the flume. Mayor Ranallo <br /> 22 said he would juggle his appointments so he could <br /> 23 Because the Truth in Taxation statements to City taxpayers have made <br /> 24 them aware that most of them will experience a 1.2% reduction in property <br /> 25 taxes proposed for 1992, the City Manager said he wouldn't expect a large <br /> 26 turnout at the Council's November 26th budget hearing. However <br /> 27 Councilmembers will be provided with copies from the League of <br /> 28 Minnesota Cities of literature the Minnesota Taxpayers Association prepared <br /> 29 for distributing to promote citizen awareness of the Truth in Taxation issues. <br /> 30 Old Clark Station Site Redevelopment Mr. Urbia's November 7th <br /> 31 memorandum on the above included the appraisals for the former service <br /> 32 station site as well as the adjoining narrow strip of property. Proposals <br /> 33 from two engineering firms to perform soil contamination verification tests <br /> 34 were also included. Mr. Burt advised that the verification costs of about <br /> 35 $6,000 would have to be paid from H:R.A. funds and hopefully recovered <br /> 36 from the sale of the property if the City decides to buy it for sale to a • <br /> 37 developer. He said the City would take care of snow clearing for the <br />
