01 REGULAR COUNCIL MEET 7NG <br /> 2 NOVEMBER 26 , 1991 <br /> 3 PAGE i <br /> 4 <br /> 5 Mayor Ranal to opened the Public hearing for the 1992 <br /> 6 budget and tax levy at 7 : 40 p .m. <br /> 7 <br /> 8 The Mayor advised that all of the City ' s management. staff <br /> 9 and department heads were in attendance at the Public <br /> 10 Hearing to answer questions or respond to concerns of <br /> 11 residents regarding proposed budget items . <br /> 12 <br /> 13 Mayor Ranallo stated that this budget was reviewed about <br /> 14 a month ago at a Council meeting with the purpose of <br /> i5 getting input from residents . Approximately eight to ten <br /> 16 residents attended . This open forum was held so there <br /> 17 would be enough time to include any input or suggestions <br /> 18 into the proposed budget . The Mayor noted that this <br /> 19 budget has to be approved by December 4th . With this <br /> 20 short deadline, tonight ' s meeting would not have afforded <br /> 21 time for inclusion of any budget changes that may have <br /> 22 been considered. <br /> 23 <br /> 24 It was stated, that the budget which will be presented at <br /> 25 tonight ' s meeting, has not been modified since the <br /> 6 previous meeting. <br /> 7 <br /> 28 <br /> 29 The City Manager referred to the notification of the <br /> 30 proposed budget published in the Minneapolis Star Tribune <br /> 31 and in the St . Anthony Bulletin which complied with the <br /> 32 publication mandates of the Truth in Taxation <br /> 33 requirements . <br /> 34 <br /> 35 He stated that the City Council decided not to levy to <br /> 36 the maximum allowable amount but reduced the budget by <br /> 37 $20 , 000 . In taxes payable 1991 the City received twenty- <br /> -.8 one cents of each tax dollar and for taxes payable 1992 <br /> 39 the City will receive nineteen cents of each tax dollar . <br /> 40 <br /> 41 In 1991 the local government aids for St . Anthc.ny were <br /> 42 reduced $75 , 000 and in 1992 that reduction is expected to <br /> 43 be $70 , 000 . <br /> 44 <br /> 45 Residents were advised that if their property takes <br /> 46 increase it would be because the value of their prooertv <br /> 47 was increased . Also , the State has changed the tax rates <br /> 40 on certain properties . The City Manager advised tl.at the <br /> 49 half cent sales tax recently approved by metropolitan <br /> 50 counties was originaliy intended to be put into a Local <br /> 5i Govern;r;ent Trust Fund . *Ae suggested that the Legislature <br /> *2 appears tc, be considering retaining this money for State <br /> 3 use .
