APPENDIX A: ISSUES IDENTIFICATION AND RANKING <br /> A meeting was called of all members of the Columbia Heights City Council, Planning and Zoning <br /> Commission, Housing and Redevelopment Authority, Parks Commission and Traffic Commission on the <br /> evening of April 29, 1991, to begin the process of identifying and ranking issues facing the community. <br /> The results of the meeting were to be used to help the City officials understand and frame the questions <br /> that the updated comprehensive plan would address. <br /> Methodology <br /> The planning consultant greeted the 15 members in attendance and explained the purpose and procedure <br /> for the evening along with an overview of the process for updating the comprehensive plan. The <br /> participants were seated in mixed fashion at two tables and worked through the following steps: <br /> 1. Each person silently and individually listed as many ideas as he or she could think of in response <br /> to this question: <br /> Regarding city planning and development, what are the chief problems, issues or challenges <br /> facing the City of Columbia Heights over the next twenty years, in your opinion? <br /> 2. With a staff person acting as the recorder for each group, ideas were solicited from the participants <br /> in serial fashion, one idea from each person, until all the ideas had been written on sheets on the <br /> wall. No-criticism on any idea was allowed. <br /> 3. The recorder helped make sure the group understood each idea. Duplicate ideas were combined <br /> with the permission of the people who named them. <br /> 89425 A-1 <br />
