• Should the City continue to provide the same level of services, facilities, street and utility <br /> maintenance, etc., as it has in the past given the reductions in state and federal financial <br /> assistance, a stable or only slowly growing tax base and the increasing needs of an aging <br /> infrastructure? <br /> • If the answer to the first issue is affirmative, how can the City do so? <br /> • Are there creative and novel approaches to this problem that can make a significant difference? <br /> • How can the tax base be-expanded? How can the value of certain existing properties be <br /> stabilized? <br /> • How can new businesses be recruited and/or aging business or industrial areas redeveloped to <br /> increase the tax base and provide more jobs? <br /> • What can. be done locally about increasing problems with crime and illegal drug use? <br /> • Should there be a plan for improving each park, and,.if so, of what should those improvements <br /> consist? <br /> Governance <br /> • Are citizens sufficiently involved in and informed about City issues, problems and <br /> opportunities? <br /> • Is there sufficient feedback from the citizenry to the elected and appointed officials? <br /> • How can citizens become more involved in the preparation and revision of the comprehensive <br /> plan and other city'plans, policies programs or projects? <br /> • Should Columbia Heights explore sharing services or facilities with other units of government <br /> for sake of economy?
