Planning Commission Regular Meeting Minutes <br /> • May 16, 1995 <br /> Page 17 <br /> 1 Motion was made by Commissioner Horst, second by Commissioner Franzese, to recommend to <br /> 2 Council approval of the increase of lot coverage from 30%to 35% for R-1, R-1A, and R-2 <br /> 3 zoning districts. <br /> 4 Vote: Commissioners Franzese, Thompson and Horst voted yes. <br /> 5 Commissioners Bergstrom, Makowske, Gondorchin and Faust voted no. <br /> 6 Motion failed. <br /> 7 G. Zoning ordinance amendment regarding adult uses. <br /> 8 Chair Bergstrom opened the public hearing at 10:43 P.M. <br /> 9 Management Assistant Kim Moore-Sykes explained in October, 1994, the City Council <br /> 10 discussed the possibility of amending the City's Code of Ordinances to include an adult use <br /> 11 ordinance in the event that someone may be interested in locating such a business in St. Anthony. <br /> 12 <br /> 13 Moore-Sykes noted the Courts have indicated to local governments that they can only regulate, <br /> 14 not restrict, adult use/sexually oriented businesses. The City Council, the City Manager, Staff <br /> and the City Attorney have been working to draft an amendment to the Zoning Ordinance that <br /> 6 will regulate these businesses. <br /> 17 Chair Bergstrom inquired if the restrictions are imposed, the only location for this type of <br /> 18 business is Apache. Moore-Sykes indicated it the only location available would be the Apache <br /> 19 Plaza and still meet the distance required in the proposed ordinance. <br /> 20 Chair Bergstrom closed the public hearing at 10:55 P.M. <br /> 21 Motion was made by Commissioner Franzese, second by Commissioner Horst,to recommend <br /> 22 Council approval of Ordinance regulating Adult Use and Sexually Oriented Businesses as <br /> 23 proposed by the City Attorney. <br /> 24 Motion carried unanimously <br /> 25 <br /> 26 VII: MISCELLANEOUS. <br /> 27 A. Concept review of house to be moved onto Lot 16 of the Village Commons replat <br /> 28 (Nedegaard). <br /> 29 Management Assistant Kim Moore-Sykes reviewed the proposal for moving a single story, <br /> rambler-type house from property on Silver Lake onto Lot 16 of the Village Commons replat. <br /> q11 She presented a drawing of the home. <br /> 32 <br />
