helpful along Central and University Avenues where commercial development abuts housing. <br /> Many suburban cities in this metropolitan area perform a more detailed and somewhat subjective <br /> site plan review. <br /> Locations of Special Interest <br /> There are several locations that ought to be given special consideration by the Planning Commission and <br /> City Council. They are listed below and shown on Figure 4. Each is significant because it is an area <br /> of transition and change or presents a conflict with nearby development. <br /> 1. Main Street <br /> This neighborhood consists of single-family houses with an occasional duplex but has been zoned _ <br /> R-3, which would allow townhouses and apartments: There is no apparent reason.to zone this <br /> neighborhood for higher density housing, and the zoning should be revised to R-2. <br /> 2. Third Street Neighborhood <br /> On the west side of Third street there are duplexes and on the east side-there are dilapidated <br /> industrial buildings with no landscaping, insufficient off-street parking, and unscreened outdoor <br /> storage. Since it will be very difficult to change the east side to any land use that would be more <br /> compatible with the duplexes, the City should actively enforce regulations pertaining to off-street <br /> parking, outdoor storage, site maintenance, and building maintenance. As redevelopment slowly <br /> occurs, the City should insist upon careful selection of land uses and high-quality site planning. <br /> 3. University Avenue Frontage <br /> The east frontage road of University Avenue has several problems. It is a mixture of businesses, <br /> high-density housing, and low-density housing. The businesses are not doing well because, <br /> although they have good visibility.from University Avenue, access is difficult. Only a few of <br /> the businesses are near streets that intersect with University Avenue and those locations still <br /> suffer from the frontage road being too close to University Avenue for easy and safe turns. Tile <br /> housing along University Avenue suffers from the commercial traffic and the poor quality of the <br /> commercial site and building maintenance.
