The City's projection is based on existing <br /> population figures, housing unit counts through 1988, the potential density of remaining <br /> vacant parcels, and a continued decrease in persons per household. The City's forecast <br /> results were similar to the figures projected by the Metropolitan Council. Again, these <br /> projected trends do not reflect the potential for economic growth or redevelopment activity <br /> within certain areas of the City which could result in higher density development and cause a <br /> significant shift in these forecast figures. <br /> • <br />
