CHAPTER 6 COMMUNITY FACILITIES 127 <br /> GOAL: WATER SUPPLY DISTRIBUTION <br /> To provide water in sufficient quantities at sufficient pressure, with a high degree of <br /> reliability and safety to all parts of the City to satisfy the normal demands of the general <br /> public for water while at the same time providing sufficient reserves in case of fire <br /> emergency or power outages. <br /> OBJECTIVES: WATER SUPPLY DISTRIBUTION <br /> 1. Water quality shall meet the purity standards of the Minnesota Department of Health and <br /> the Federal Safe Drinking Water Act. <br /> 2. Any hydrant on the system shall, under maximum conditions deliver no less than 500 <br /> gallons per minute with a residual pressure of 25 pounds per square inch. <br /> 3. The firm pumping capacity, with the largest pump out of service plus the effective <br /> storage, shall equal the pumping rate required to produce the maximum daily demand <br /> during a 16 hour peak period. The effective storage is equal to the total storage minus <br /> storage required for fire flow and residual pressure maintenance. <br /> 4. The system shall be looped to provide maximum reliability. <br /> 5. The supply and storage system shall have maximum reliability. <br /> 6. Locate and design water supply structures and pipes to be compatible with the adjacent <br /> environment and a possible influence on the surrounding neighborhood. <br /> POLICIES: WATER SUPPLY DISTRIBUTION <br /> 1. Encourage water conservation. <br /> 2. Strictly enforce all rules and regulations such as plumbing and building codes to prevent <br /> development of water-related health hazards. <br /> 3. Route and construct watermains to minimize permanent damage to natural resources. <br /> 4. Properly operate the system under the responsible charge of trained and properly <br /> certified personnel. <br /> 5. Actively support efforts concerning delineation, protection and management of the <br /> recharge areas of the major groundwater aquifers of the Twin Cities basin. <br />
