CHAPTER 6 COMMUNITY FACILITIES 156 <br /> Wetlands and Water Bodies Protection <br /> The City has an ordinance which prohibits filling or other alteration of wetlands without <br /> a special permit. Applicants for such permits are also referred to the Rice Creek <br /> Watershed District approval. Permits approved by the City are routinely conditioned on <br /> approval of the Rice Creek Watershed District. the City also has adopted a floodplain <br /> management ordinance conforming to State of Minnesota guidelines. The City uses the <br /> services of Ramsey Soil and Water Conservation District in the review of development <br /> plans and in the design of erosion control plans. The City will investigate the,desirability <br /> of preparing an official map showing wetland area necessary to the City's drainage <br /> system. The City also proposes to adopt a surface sue classification system for Long Lake. <br /> Air and Noise Pollution <br /> Air and noise pollution problems are handled under the City's public nuisance ordinance, <br /> zoning code, performance standards, for commercial and industrial land uses, and through <br /> licensing of "offensive trades" which have particular possibilities of creating pollution <br /> problems. These ordinances, in conjunction with Minnesota Pollution Control Agency <br /> regulations and'assistance, give adequate control over potential problems. enforcement of <br /> pollution related ordinances is handled by the City's full-time, professional sanitarian. <br /> HOUSING IlAPLE IENTATION <br /> The steps to be taken to implement the goals and policies of the Housing Section of this <br /> 'plan are described in detail at the end of the Housing section. ` <br /> CAPITAL EWMOVEAIENT PLAN <br /> Construction of the City's public facilities is programmed in a capital improvement plan. <br /> The plan covers a five year period and is divided into two parts, a budget for projects to be <br /> constructed in the coming year and a plan of projects that are expected to be undertaken in <br /> the following years. The plan is revised and approved annually with a full revision being <br /> done every other year. In the off year, a simple update is prepared. <br />
