MEMORANDUM <br /> DATE: September , 15 , 1995 <br /> TO: Kim Moore-Sykes <br /> FROM: Dick Johnson <br /> ITEM: REDEVELOPMENT ISSUES <br /> Regarding the comprehensive planning for St . Anthony, I have <br /> two issues that might be helpful . the first is that we have <br /> enormous excess capacity for emergency runs . We currently <br /> respond to about 630 emergencies per year . We could double <br /> this number without affecting productivity in other areas . <br /> In other words , a potential development project should not <br /> be judged by the burden it might place on the fire <br /> department. <br /> The second issue is the trend toward small islands of <br /> concentrated residential units ( townhomes) with a narrow <br /> dead end access . Ideally, the water supply to these <br /> developments should be a looped system with a fire hydrant <br /> located within the development . This issue also applies to <br /> the metro-wide trend to place cul-de-sacs in residential <br /> neighborhoods . <br />
