CHAPTER 1 INTRODUCTION 2 <br /> The Protection Open Space section of the Plan describes in some detail the existing <br /> situation, the need for managing/controlling lands that should remain open forever, and <br /> recommends policies for insuring they do remain open. <br /> AREAS OF CHANGE <br /> This Plan, in some areas, departs from the paths of development dictated by previous <br /> plans. Normally, these departures are merely changes in emphasis, in other cases, they <br /> represent a change required to cope with changing outside influences and the added maturity <br /> of the City. The more significant of these changes include: <br /> • the potential for strip commercial developments <br /> • providing for transportation system alternates, particularly for pedestrians and bicyclists <br /> • recognition of our responsibilities in the area of affordable housing <br /> • taking direct action to preserve some of our remaining open space <br /> • adding a new High Density Residential designation <br /> • recognition of the City's redevelopment efforts specifically within the Highway 8 <br /> Corridor <br /> PLANNING IS NEVER COMPLETE <br /> The Planning ommission has recognized City Planning is a never ending task. External • <br /> g g ty g <br /> forces, beyond the control of the City as well as the ongoing internal factors require <br /> continuous monitoring of the plan. This plan established broad guidelines that should be <br /> appropriate through the 1990's, but proposes controls that are particularly pertinent to only <br /> the near future, e.g., until 1995. <br />
