CHAPTER 1 INTRODUCTION 2
The Protection Open Space section of the Plan describes in some detail the existing
situation, the need for managing/controlling lands that should remain open forever, and
recommends policies for insuring they do remain open.
AREAS OF CHANGE
This Plan, in some areas, departs from the paths of development dictated by previous
plans. Normally, these departures are merely changes in emphasis, in other cases, they
represent a change required to cope with changing outside influences and the added maturity
of the City. The more significant of these changes include:
• the potential for strip commercial developments
• providing for transportation system alternates, particularly for pedestrians and bicyclists
• recognition of our responsibilities in the area of affordable housing
• taking direct action to preserve some of our remaining open space
• adding a new High Density Residential designation
• recognition of the City's redevelopment efforts specifically within the Highway 8
Corridor
PLANNING IS NEVER COMPLETE
The Planning ommission has recognized City Planning is a never ending task. External •
g g ty g
forces, beyond the control of the City as well as the ongoing internal factors require
continuous monitoring of the plan. This plan established broad guidelines that should be
appropriate through the 1990's, but proposes controls that are particularly pertinent to only
the near future, e.g., until 1995.
