CHAPTER 4 TRANSPORTATION 82 <br /> OBJECTIVES: STREETS <br /> 1. Functionally classify all streets and highways in the City and develop them consistent <br /> with their designated classification. <br /> 2. Maintain at least a level of service "C" on all streets and highways within the <br /> community. <br /> 3. Construct all local streets to a minimum 7 ton design permanent surface with concrete <br /> curb and gutter. <br /> 4. Development and reconstruction of streets should be sensitive to the topographic and <br /> natural amenities of the community. <br /> 5. Discourage through traffic on residential streets. <br /> 6. Minimize vehicular generated noise and exhaust emissions. <br /> 7. All traffic signs and traffic control devices are to be in conformance with the Manual of <br /> Uniform Traffic Control Devices. <br /> 8. It may be appropriate in the future for major new developments which place a <br /> significant impact on the City's transportation system to be at least in part responsible <br /> - for the cost of needed transportation improvements. <br /> 9. Ensure the installation and success of HOV lanes, HOV ramps, and metered ramps as <br /> they become necessary. <br /> 10. Provision for queuing vehicles on local streets waiting at metered ramps on I-35W and <br /> I-694. <br /> POLICIES: STREETS <br /> Several areas of needed improvement or possible improvement to the street system were <br /> noted in the previous section. These locations are shown on Map 11. The numbering on <br /> this map corresponds to the following list of street policies: <br /> 1. Upgrade Silver Lake Road intersections as needed to maintain "C" level of service. <br /> 2. Upgrade I-694 to 6 lanes. <br /> 3. Upgrade Long Lake Road including widening of I-694 bridge. <br /> 4. Install semaphores at I-694 and Long Lake Road. <br />
