CHAPTER 4 TRANSPORTATION 86 <br /> OBJECTIVES: AZASS TRANSIT <br /> 1. Upgrade the level of transit service in the City by encouraging the provision of mass <br /> transit service within '/o mile of every home in New Brighton. <br /> 2. Provide transit related improvements to increase the attractiveness and convenience of <br /> mass transit. <br /> 3. Construct all local streets to a minimum 7 ton design permanent surface with concrete <br /> curb and gutter. <br /> a. Provide user shelters at locations having load counts of 40 passengers or more. <br /> b. Provide sidewalks to transit stops. <br /> c. Provide park/ride facilities consistent with the recommendations of the Ramsey <br /> County Route—Ridership Improvement Projects and other locations where the <br /> need and the opportunity exists. <br /> 4. Continue to work with the Ramsey and Anoka County Regional Railroad Authorities on <br /> the development and implementation of the Ramsey and Anoka County LRT Plans. <br /> 5. Work with the business community to promote ridesharing and off peak hour commuting <br /> and creating a favorable environment for it. <br /> POLICIES: MASS TRANSIT <br /> 1. Request MTC to construct bus shelters in areas that meet established warrants. <br /> 2. Encourage MTC to review and revise criteria for shelter location to increase number of <br /> shelters. <br /> 3. Cooperate with adjacent suburban communities in promoting connecting routes to <br /> expand bus service in the north suburban area. <br /> 4. Investigate need for and feasibility of paratransit programs through Mn/DOT and/or the <br /> MTC. <br /> 5. Develop a Travel—Demand Management Plan to become a component of the <br /> Comprehensive Plan — Transportation Element. <br /> NON-MOTORIZED TRANSPORTATION <br /> Non-motorized transportation can generally be divided into bikeways and pedestrianways. <br />
