Land Use and Urban Design Plan <br /> CSAH 88 (New Brighton Boulevard) <br /> Although traffic speeds are high, drivers on Highway 88 have a good view of <br /> much of the city, especially the St. Anthony Shopping Center frontage. The <br /> addition of landscaping along this frontage, especially.at the shopping center, <br /> would do much to improve the City's image.as seen from the road. . <br /> Gateways and Focal Points <br /> As shown on Figure 2-4, several locations would be appropriate "gateways" — <br /> locations for signs, lighting, landscaping, and possibly some architectural or <br /> structural feature identifying the entrance to the City. The City already has one <br /> attractive entrance: at Trillium Park, where a monument sign faces traffic on St. <br /> Anthony Boulevard. <br /> The majority of these sites are most suitable for treatment as "minor gateways," <br /> containing an identification sign and possibly some landscape or lighting <br /> elements. A few should be considered as "major gateways,"which might include <br /> a larger ground sign, more extensive landscaping and lighting, and possibly some <br /> architectural elements (such as columns or archways). Potential major gateways <br /> include: <br /> ■ Silver Lake Road at Silver Lane, in conjunction with .the proposed <br /> improvements to this part of Silver Lake Road. <br /> ■ 37th Avenue NE at the City's eastern boundary <br />�I <br /> ■ Kenzie Terrace and Lowry Avenue NE <br /> The following sites should be considered for minor gateways: <br /> ■ 37th Avenue NE at the City's western boundary <br /> ■ 33rd Avenue NE near the eastern and western boundaries <br /> ■ 29th Avenue NE and CSAH 88, to indicate the route into the City <br /> ■ . St. Anthony Boulevard at Stinson Boulevard <br /> At least two locations within St. Anthony should be considered as focal points <br /> — places that identify the City or mark one's arrival in the City: <br /> Central Park, as mentioned earlier under "Park Improvements," serves as the <br /> physical and psychological center of the community, but is designed in a <br /> functional manner, with few scenic or aesthetic enhancements.
