(h) Site Improvements, Landscaping and Amenities. The goal of these standards is to <br /> assure that Mixed Use Neighborhood Residential Convenience Center Districts present a <br /> landscaped appearance that is compatible with adjacent residential areas, and . <br /> complimentary to, the image of the community as a whole. The minimum cost of <br /> landscaping materials for the .project must be ten percent (10%) of the..estimated building <br /> construction cost based on the current Means Construction Data. For projects with a <br /> construction cost in excess of $500,000, the landscape plans must be prepared by a <br /> landscape architect registered and licensed in the State of Minnesota. <br /> (1) Plant.materials, fences and walls will be utilized to: <br /> i. Provide screening of undesirable views; <br /> ii. Compliment the architectural form of the building; <br /> iii. Define walkways, traffic circulation, special use areas, and <br /> building entries; <br /> iv. Provide a pleasant street appearance; <br /> V. Soften the visual impact of large paved areas; <br /> vi. Soften the edge between a parking lot or .street and the <br /> building; and; <br /> vii. Mitigate the impacts of lighting or other negative <br /> influences. <br /> (2) Landscaped islands within parking lots will be provided for all parking <br /> lots in the neighborhood center. The total area of the islands must be <br /> at least five percent (5%) of the parking lot area, except that no island <br /> may be less than the size_ of a standard parking stall.. In addition to <br /> the required-tree planting in landscape- islands, ground cover within <br /> the island may also be installed. <br /> (3) The landscape treatment of the space between the sidewalk and the <br /> .street must.be planted with trees as approved in the Roseville Street <br /> Tree Master Plan. The landscaped area abutting the public right-of- <br /> way must-include deciduous canopy trees in concert with berming or <br /> other screening devices to conceal any parking and circulation areas. <br /> (4) Planting beds, conifers, and ornamental trees will be used to accent <br /> entries and freestanding signage. <br /> 25 <br />
