36 City Council Regular Meeting Minutes April 11,200 Page 12 1 Mornson added that City Attorney Soth would review the lot coverage issue for legalities and 2 return with his opinion to the Council, at which time the readings would begin(three readings re- 3 quired) in order to change the Ordinance. 4 On another issue,Thomas reported that the Planning Commission was pleased with the tour of 5 the Hillcrest Properties and that the worksession of the Commission thereafter produced some 6 excellent ideas and thoughts. Additionally,the possibility of holding a town meeting to discuss 7 the Apache Plaza project was discussed, as well as the possibility of inviting the Mayor of 8 Burnsville to speak to the Council regarding that City's redevelopment projects. 9 Regarding the lot coverage issue,Horst asked if the Planning Commission had determined the 10 process to determine if an area underneath a-deck would be pervious or impervious. Tillmann 11 stated that a clear definition of impervious features would need to be developed. 12 In connection with the stormwater management plan for homeowners previously mentioned, 13 Mornson wanted to ensure that the process would be clearly defined and not a burden for the 14 . residents. 15 Mr. Hubmer offered that an option would be to simply handout educational brochures that 16 would provide some options on stormwater runoff. The intent, he stated, was not to provide a 17 policing problem, but to simply provide education. 18 Tillmann clarified that the stormwater management plan to be submitted by homeowners was not 19 intended,to be apart of the City's ordinance,but simply to become part of the building permit 20 process as a way to educate residents. 21 Sparks supported the change to the lot coverage ordinance and thanked Tillmann and Thomas for 22 their presentation. 23 B. Todd Hubmer, WSB & Associates will be present to give a Proiect Status Report. 24 City Manager Mornson invited Todd Hubmer,WSB &Associates, to address the Council. 25 Mr. Hubmer stated that he had met with the Parks Commission at their meeting on Monday, 26 April 10,2000, and had visited Silver Point Park with the members in conjunction with the 27 Commission's meeting. 28 In this respect,Mr. Hubmer directed the Council's attention to his letter dated April 6, 2000, 29 wherein he outlined the status of various projects that are ongoing within the City. In connection 30 with Silver Point Park,Mr. Hubmer stated that the Parks Commission is currently in discussions 31 regarding (1)the need for restroom and warming house facilities; (2)park lighting for the 32 parking lot,hockey rink,recreational rink, and security lighting; and(3)punch list items 33 remaining to be completed by the contractor.
