4 1 CITY OF ST. ANTHONY •2 PARKS COMMISSION MEETING MINUTES ; APRIL 10, 2000 4 6:30 p.m. Silver Point Park 5 7:00 p.m. Conference Room 6 I. CALL TO ORDER. 7 Chair Jindra called the meeting to order at 7:17 p.m. and welcomed everyone to the meeting. 8 She wished to note for the record that the Commission, Todd Hubmer(WSB & Associates) and 9 Bob Kost (BRW, Inc.) met at Silver Point Park at 6:30 p.m. to review items that need to be 10 completed. 11 II. ROLL CALL. 12 Present: Chair Carol Jindra,Vice Chair Doug Koehntop, Commissioners George 13 Wagner, Julie Gebhardt, Colleen Hallada,Daniel Ganley, and Jan Jensen. 14 Also Present: Representative from School Board (Denise Dunn); Representative from 15 Sports Boosters (George Zurbey); Representative from Community 16 Services (Diana Roadfeldt), Public Works Director(Jay Hartman). 17 Absent: City Council Liaison(Brian Thuesen). • III. APPROVAL OF MARCH.13,2000 PARKS COMMISSION MEETING MINUTES. 19 Motion by Koehntop, second by Wagner,to approve the minutes of the March 13, 2000 Parks 20 Commission meeting as presented. 21 Motion carried unanimously. 22 IV. 33RD AND SILVER LAKE ROAD. 23 Chair Jindra stated that she would like to add this item to the agenda. She.believes this area is a 24 focal point and would like to discuss options to make it an attractive area for the community. In 25 this respect, Ganley presented photographs of another area that had been provided to him by a 26 resident. These photographs depicted a pond that is designed for drainage. 27 Todd Hubmer of WSB & Associates was in attendance and offered that to have water in that par- 28 ticular area would be difficult. Typically,he stated, if a pond is to be considered, a 10:1 drainage 29 area should be achieved. 30 V. DISCUSS SILVER POINT PARK. 31 Chair Jindra asked for Mr. Hubmer to speak about the progress of Silver Point Park. In this re- 32 spect, Mr. Hubmer directed the Commission's attention to his letter of April 10, 2000,wherein 33 he discussed the remaining construction issues and other related issues in Silver Point Park. 0. t In short,the issues remaining on the punch list are as follows: 35 1. Sanitary manhole in Silver Point Park needs to be pumped out and sealed; 36 2. Pea gravel within the playground area needs to be cleaned and/or replaced;
