development. The sketch plan is optional and is intended to provide feedback from the Planning <br /> Commission before the applicant incurs substantial cost in the preparation of formal plans. The <br /> Sketch Plan shall be considered a partial, incomplete application prior to formal submittal of the <br /> complete application and scheduling of hearings. <br /> Subd. 3. Preliminary Development Plan. The purpose of a Preliminary Development Plan is to <br /> formally present a PUD application, and a preliminary plat application if subdivision of land is a <br /> part of the PUD, in a public hearing before the Planning Commission as set forth in Section 115 <br /> of this Code. The plan shall include the following: <br /> (a) Overall maximum PUD density range. <br /> (b) General location of major streets and pedestrian ways. <br /> (c) General location and extent of public and common and open space. <br /> (d) General location of residential and nonresidential land uses with approximate <br /> type of intensities of development. <br /> (e) Staging and time schedule of development. <br /> (f) Other special criteria for development. <br /> Subd. 4. Final Development Plan. Following approval of the Preliminary Development Plan,the <br /> applicant shall submit an application for the Final Development Plan, and a final plat if <br /> subdivision of land is"a part of the PUD. The application shall proceed and be acted upon in <br /> accordance with 1655.03 for zoning district changes. If appropriate, because of the limited <br /> scale of the proposal,the Development Review Committee may permit.the Preliminary <br /> Development Plan and Final Development Plan to proceed through the review and approval <br /> processes simultaneously. <br /> 11 <br /> Subd. 4. Procedures. The procedures to be followed by the applicant with respect to a PUD, shall be <br /> as follows: <br /> (a) Schedule: <br /> (1) Developer shall meet with the Development Review Committee to discuss the <br /> proposed developments. <br /> (2) The Developer shall file the Preliminary Development Plan application and <br /> preliminary plat, if any,together with all supporting data. <br /> _6_ <br />
