Resolution 00-045 re: Accept Feasibility Study and Authorize Plans and <br /> 2 S�ecifications for the Harding Lift Station Project. <br /> 3 Mr. Hubmer directed the Council's attention to.the Feasibility Report as presented by <br /> 4 WSB & Associates. <br /> 5 By way of background, Mr. Hubmer stated that in 1999, a study of the sanitary sewer <br /> 6 system was completed to evaluate the existing system and identify possible modifications <br /> 7 to improve the operation and reduce the frequency of wastewater backups. The study <br /> 8 noted that the limited capacity of the Harding Street lift station was a contributing factor <br /> 9 to the backup problem in the vicinity of 37th Avenue and Harding Street. However, <br /> 10 simply increasing the pump capacity would aggravate the downstream problems so a <br /> 11 more detailed study of the Harding Street/37th situation was authorized. <br /> 12 Consequently, there are residents in the drainage area that do have sanitary sewer backup <br /> 13 problems with the existing station because it cannot pump the water quickly enough. In <br /> 14 addition, in the Southern portion of the City, there are sanitary sewer backup problems as <br /> 15 well. <br /> �.6 One g <br /> ossible option is the rerouting of the Harding Lift Station into the City of <br /> P P <br /> 17 Minneapolis. This would be beneficial to both cities as St. Anthony currently diverts into <br /> 18 Minneapolis south of 33rd Avenue. Minneapolis has had difficulties with that system <br /> 19 and is anxious to have St. Anthony move the diversion into another area. It is a win-win <br /> 20 situation because the City can increase capacity of the lift station and alleviate some <br /> 21 problems for Minneapolis as well. <br /> 22 Mr. Hubmer continued by providing some options for the Council to consider: <br /> 23 1. Lift Station Option 1. The existing lift station would be abandoned and a new <br /> 24 structure would be constructed at the same location. The controls would be located in a <br /> 25 metal control cabinet that�is mounted on the ground surface near the wet well. The aritici- <br /> 26 pated cost would be approximately$100,000. <br /> 27 2. Lift Station Option 2. All of the equipment in the existing dry well would be <br /> 28 removed as well as the upper portion of the steel dry well. The lower shell of the existing <br /> 29 dry well would remain in place. In short,the existing structure would be rehabilitated. <br /> 30 The anticipated cost would be approximately$70,000. <br /> 31 3. Forcemain Option 1. The forcemain would run under 37th Avenue NE to the <br /> • 32 north right-of way, then west along the right-of-way toward Stinson Boulevard. Just east <br /> 13 of the intersection with Stinson,the line would be directed diagonally under 37th toward <br /> 34 the existing manhole in the intersection.
