Pre-proposal Provide opportunity for developers to Ehlers/DSU/ 10/15/01 <br /> ■ conference hear and see development framework City Staff <br /> and ask questions. <br /> ■ Review/evaluate Development proposals will be Ehlers/DSU/ 12/1/01 - <br /> development reviewed and evaluated on the basis City staff 1/15/02 <br /> ■ proposals of financial feasibility,compatibility <br /> with approved design concepts and <br /> ■ guidelines,developer experience, <br /> developer ability to secure financing, <br /> developer design flexibility and ability <br /> to work with existing businesses and <br /> area residents.During this phase <br /> efforts will be made to identify <br /> financing"gaps"and locate potential <br /> revenue sources to fill those gaps. <br /> Source may include land write-downs, <br /> tax increment,state and county <br /> grants. <br /> Developer selections Based on results of the evaluation,a City Council 1/15/02- <br /> preliminary selection is made of one 2/28102 <br /> or more developers. During this <br /> preliminary development stage further <br /> detailed analysis is made of market, <br /> financing and planning issues.A more <br /> refined site plan is prepared and <br /> evaluated based on community input <br /> ■ and market analysis.The information <br /> from this stage is used to evaluate <br /> overall project feasibility. <br /> Preliminary Projects which appear feasible are City 3/1/02-6/1/02 <br /> ■ development progressed to development Council/Ehlers/City <br /> agreement phase agreement negotiations. During this Atty/City Staff <br /> . phase timing,design,financing,land <br /> acquisition and a variety of other <br /> r issues are addressed and resolved in <br /> the form of an agreement between the <br /> ■ city and the developer.The <br /> agreement requires developer to <br /> . secure financing,planning and other <br /> regulatory approvals and land <br /> acquisitions. <br /> Development After an agreement is executed the City 6/1/02- <br /> agreement phase developer addresses and hopefully Council/Ehlers/City 12/1/02 <br /> resolves contingencies including Atty/City Staff <br /> financing,planning and other <br /> regulatory approvals and land <br /> acquisitions.After all contingencies <br /> are removed the developer may <br /> proceed with development <br /> Construction Actual construction.
