redevelopment, and negotiating an effective development agreement, are all critical to seeing a <br /> successful end result. This report is a critical first step. <br /> Recommendation: <br /> ■ It is our recommendation that the Planning Commission accept this report and recommend that <br /> the City Council direct the consultant team to move forward in marketing the site for <br /> redevelopment. The development concepts included herein should serve as a starting point for <br /> ■ soliciting proposals from qualified developers. In approving this report and the concept plans <br /> herein you are not accepting a final `plan' that will not be subject to change. In fact, the <br /> ■ development concepts will undoubtedly undergo change during the redevelopment process. By <br /> approving this report you will be indicating your conditional agreement that developments of the <br /> style, use and intensity indicated in the concepts are appropriate for the site and will be beneficial <br /> ■ to the community. We know that some of the members of the Steering Committee have concerns <br /> about the density of the residential portion of these concepts and the probability of a significant <br /> percentage of the housing being rental, as opposed to owner occupied. These issues and concerns <br /> are clearly expressed in the report and should be important parts of the developer selection <br /> ■ process. You may, however, choose to adopt this report with reservations or with <br /> ■ recommendations that it be altered in a certain fashion, keeping in mind that altering the <br /> redevelopment concepts or changing the developer recruitment process may have impacts on the <br /> financial and technical feasibility of projects and the level of interest expressed by the <br /> development community. <br /> ■ <br /> ■ <br /> ■ 3 <br /> ■ <br />
