■ <br /> 1.4 Planning Consultants ■ <br /> The City retained a team of consultants to assist in carrying out the planning process. The ■ <br /> team is comprised of the following firms: <br /> • Dahigrren Shard/ow and Uban(DSU), urban planners: facilitated the process, coo rdi- ■ <br /> nated the consultant team, and provided urban planning services; <br /> • EhiersandAssociates, experts in public finance: provided financial feasibility analy- ■ <br /> sis; <br /> • JMS Communications and Research(JMS), public relations: responsible for ■ <br /> implementing a communications and public outreach plan; <br /> • Hammel, Greeen and Abrahamson(HGA), architects and engineers: conducted ■ <br /> an analysis of the demolition costs for Apache Plaza; ■ <br /> • WSB and Associates(WSB), engineers: responsible for environmental analysis and <br /> remediation planning for Silver Lake; ■ <br /> • MaxrleidResearch, market research experts: provided market research for the <br /> project. ■ <br /> ■ <br /> 1.5 Steering Committee ■ <br /> The city appointed a twenty-six member project steering committee comprised of local <br /> residents to meet regularly with the planning consultants and provide input and direction to ■ <br /> the process. The role of the steering committee was to: <br /> • Represent a broad cross-section of community opinion; ■ <br /> • Serve as the primary working group for the Northwest Quadrant planning project; <br /> • Serve as the sounding board and reaction panel for the consultants and the City <br /> Council; ■ <br /> • Review, comment and advise the Planning Commission and City Council on key <br /> issues, plan alternatives, and policy questions. ■ <br /> It was not assumed that members of the steering committee would reach consensus on all ■ <br /> issues or agree with all parts of the consultants'recommendations to the City.
