Community Vision <br />■ <br /> 3.1 Introduction <br /> On March 10, 2001 a community open house was held to solicit input from the commu- <br /> nity about the Northwest Quadrant master planning study. Sixty residents attended the <br /> forum held at City Hall. The planning consultants began the day by reviewing work done to <br />■ date as well as highlighting the challenges and opportunities faced in redeveloping the <br /> Northwest Quadrant. Participants were then asked to participate in several exercises <br /> ■ aimed at highlighting key community issues. These included the completion of a survey <br /> ■ of visual preferences, an analysis of strengths, weaknesses, opportunities, threats <br /> ("S.W.O.T° for short), and a vision statement. <br /> Participants were invited to view and comment on three redevelopment concepts for the <br /> ■ area. The three concepts each anticipate removal of the existing mall building and the <br /> development of a new, primarily residential, community on the site. The concepts differ in <br /> ■ the intensity of redevelopment envisioned for the area.The planning consultants stressed <br /> that each concept is preliminary at this point and that the final preferred option selected by <br /> ■ the City Council will undoubtedly be the product of significant change and refinement of <br /> . these rough concepts. <br /> ■ 3.2 Community Issues Forum: <br /> Image Preference Survey Results <br /> A survey of visual preferences assisted residents in determining which components of <br /> ■ the built environment contribute to a city's overall image, and helps define the community's <br /> preferences for development patterns architecture, signs, parking areas and other de- <br /> sign elements. Participants were asked to grade a series of 60 images shown in quick <br /> ■ succession and grouped into four categories: general image and character, residential, <br /> commercial, and roadway/streetscape. The ranking ran from strongly negative (1) to <br /> ■ strongly positive(5)and participants were asked to concentrate on the visual appearance <br /> of the images. Three of the images presented were of current conditions within the study <br /> ■ area while the others were representative images of each category type, taken largely <br /> from around the Twin Cities area.
