• MEMORANDUM <br /> DATE: 11/13/01 MEETING DATE: 11/20/01 <br /> TO: Planning Commission Members <br /> FROM: Susan Henry, Assistant City Manager <br /> SUBJECT: Village North, 2801 37th Avenue Northeast, Amend the City <br /> Ordinance under Light Industrial <br /> Requested Action: <br /> Ken Solie, Village North LLC and property owner of the light industrial building located at <br /> 2801 37 h .Avenue Northeast, is requesting an ordinance amendment to the Light <br /> Industrial section of the City Ordinance to include the use of wax in the production of <br /> candles and the production of home fragrance products. <br /> Background: <br /> Ken Solie has located a client, Essenco LLC, who would like to move into the space at <br /> 2801 37th Avenue Northeast. Essenco primarily manufactures decorator candles for <br /> home use. They also produce home fragrance products in small quantities. According to <br /> the St. Anthony City Ordinance under Light Industrial, both type of manufacturing <br /> • processes are not included in the list of permitted manufacturing uses. <br /> Essenco's manufacturing process involves melting the wax with a hot water heat source <br /> and transferring the wax in glass containers. Essenco has stated no residual or waste <br /> wax is disposed of. Staff has been told by Essenco there is not any pollution emitted by <br /> the facility and it is entirely consumed back into the product. A nearby resident has <br /> expressed concerns to City staff of perfumed odors. <br /> The City of St. Paul, where Essenco has been located, includes wax as a raw material <br /> under the Light Industrial zoning district. It does not seem like a stretch to include it in <br /> the St. Anthony City Ordinance, given the other permitted manufacturing processes that <br /> are allowed. <br /> Staff Recommendation: <br /> Staff recommends approval of the use of wax for candle manufacturing and production <br /> of home fragrance products, under the City's Light Industrial zoning district provided <br /> there are not any adverse environmental issues that would be considered detrimental to <br /> the neighborhood. <br /> Attachments: <br /> • Petitioner's Application <br /> • Excerpts from the St. Anthony City Ordinance <br />
