ATTACHMENT TO PETITION FOR AMENDMENT TO ZONING ORDINANCE <br /> r <br /> Paragraph 1640 . 02 ( f ) of the St . Anthony Zoning Ordinance <br /> provides a list, of manufacturing operation which are permitted <br /> in a Light Industrial District. This petition requests that <br /> the use of wax in the manufacture of candles and the <br /> manufacture of home fragrance products be added to this list . <br /> The purpose of this request is to allow Essenco LLC (trade <br /> name :Homeessence ) to establish their business in a property <br /> that our company owns at 2801 37th Avenue N.E. This property <br /> is presently fully occupied by Industrial Custom Products <br /> ( ICP ) , ICP has been in the building since 1995 . ICP has <br /> modified their business plan and has downsized its operations <br /> and accordingly, they require less space. We have negotiated <br /> a lease with Essenco LLC ' through which will -lease <br /> approximately 23000 square feet of the property leaving ICP <br /> with approximately: 50000 square feet . A drawing of the <br /> division of space is attached. <br /> Essenco primarily manufactures decorator candles for home use . <br /> They have been in this business since 1995 . An example of <br /> • their product is attached. They also produce home fragrance <br /> products in small quantities . Their manufacturing process <br /> involves melting the wax with a hot water heat source and <br /> transferring the wax in glass containers . There is no <br /> residual or waste wax to be disposed. All of the incoming wax <br /> is shipped out in final product form. The tenant will bring <br /> approximately 25 employees to the site , which roughly replaces <br /> the employee reduction experienced by ICP through downsizing. <br /> There will be no increase in traffic to the area beyond that <br /> created by ICP when they were to full capacity. We plan to <br /> provide a minimal front entry presence on 37th Avenue NE by <br /> installing a full view glass door in place of an existing <br /> service door and providing a small surfaced parking area <br /> toward the west end of the building at. an existing curb cut . <br /> This concept has been reviewed and approved by Jay Hartman . <br /> Their signage plan includes only a directional sign on the <br /> west end of the building and a stencil sign on the new door. <br /> It is clear that candle manufacturing is a very clean light <br /> industrial operation, that certainly fits the spirit of the <br /> zoning ordinance but not the words . Your approval of this <br /> petition is requested to allow us to bring this strong <br /> • business to St . Anthony. For your information the St. Paul <br /> Zoning Ordinance for Light Industrial does include wax as a <br /> manufacturing raw material . A copy of this ordinance is <br /> attached. <br />
