j. 565.04 License Fee. The annual license fee for a secondhand goods dealer is set forth in <br /> Section 615. <br /> 565.05 Application. <br /> Subd. 1.- Contents. 'A license applicant must:complete an application form <br /> provided by the City Manager. The application must be in a form and request <br /> information of the applicant as determined by the City Council. <br /> Subd. 2. Execution. If the applicant is a natural person,the application must be <br /> signed and sworn to by the person; if a corporation,by an officer authorized to <br /> sign; if a partnership,by a partner. <br /> Subd. 3. Fees. The application must be accompanied by the license fee required <br /> in Section 615. The fee will be returned to the applicant if the application is <br /> rejected. <br /> Subd. 4. False Statements. It is unlawful to knowingly make a false statement in <br /> the license application. In addition to all other penalties,the license may be <br /> subsequently revoked by the City Council for a violation of this Subsection. <br /> .565.06 Bond. A license will not be issued unless the applicant files with the City Clerk a <br /> bond with corporate surety,cash, or a United States government bond in the amount of <br /> $3,000. The bond must be conditioned on the licensee obeying the laws and ordinances <br /> governing the licensed business and paying all fees, taxes,penalties and other charges <br /> associated with the business. The bond must provide that it is forfeited to the City <br /> upon a violation of law or ordinance. <br /> 565.07 Investigation. The City,prior to the granting of an initial or renewed <br /> secondhand goods dealer license,will conduct a preliminary background and financial <br /> investigation of the applicant. Any person having a beneficial interest in the license will <br /> be investigated by the Chief of Police and the results reported to the City Council. The <br /> Chief of Police will verify the.facts stated in the application,and report all convicted <br /> violations.of state.law,federal law, or municipal_ordinances involving the applicant,: <br /> interested persons, or the licensed premises while under that applicant's proprietorship. <br /> 565.08 Public Hearing. A secondhand goods dealer license will not be issued or <br /> renewed without a public hearing. Any person having an interest in or who will be <br /> affected by the proposed license will be permitted to testify-at the hearing. <br /> 565.09 Persons Ineligible.
