STAFF REPORT <br /> To: Planning Commission Report No.: VII.3 <br /> From: Kin Moore-Sykes,Assistant City Manager i zu j <br /> Date: December 21, 2004 <br /> Subject: Planned Unit Development Rezoning Request Application for 4001 Stinson Boulevard NE <br /> Requested Action: <br /> Staff is asking the Planning Commission to review Quest Development's request to rezone 4001 Stinson <br /> Boulevard NE, the Apache Medical Building site, to Planned Unit Development site. Based on the information <br /> presented by WSB, the City's engineering consultant, Staff is recommending that the Planning Commission <br /> recommend to the City Council that WSB be directed to revise the St.Anthony Village Northwest Quadrant <br /> EAW to determine the impact of adding an additional 87 residential units to the water, sanitary sewer and storm <br /> water sewer systems. <br /> Also, Staff is looking for direction in applying the requirement of the PUD ordinance,which states that the <br /> parcel being considered for a PUD designation shall not be less than three (3) acres. This parcel is 2.77 acres. <br /> The options that can be considered are: the applicant can go through the variance process or this parcel, as the <br /> developer is suggesting in his Project Narrative, that his PUD designation be considered an expansion of and <br /> amendment to the Silver Lake Village PUD zone. <br /> Background: <br /> At the November Planning Commission meeting,Mr.Jim Waters, Quest Development,presented concept plans <br /> that proposed renovating the 60,000 square foot Apache Medical building into residential units on the second <br /> and third floors with medical offices being relocated to the main floor and the construction of two additional <br /> residential buildings. The proposed plan calls for the construction of 87 residential units,limited underground <br /> parking, storm water ponding improvements,and shared aboveground parking. <br /> After the concept review,Staff met with Mr. Waters and his redevelopment team to discuss some issues that the <br /> Planning Commission brought up,in addition to other-questions that the City's engineering, financial,and legal <br /> consultants had regarding this proposed project. The main issues of concern for the City include: overloading <br /> the City's sanitary sewer system,water pressure issues,increased traffic pressure and the parcel size. <br /> WSB subsequently submitted the attached Review Summary that highlights the issues involving sanitary sewer, <br /> water pressure, traffic and storm water. Mr. Hubmer in his summary recommends that the City amend the <br /> EAW to address some of these concerns. When the EAW was first done, the Apache Medical building site was <br /> not considered because documents in the City's file indicate that the owner of the property was not interested in <br /> participating in the redevelopment efforts that the City was trying to initiate in the area. As stated in Resolution <br /> 03-081,A RESOLUTION RELATING TO THE NORTHWEST QUADRANT REVEDELOPMENT <br /> PROJECT,APPROVING THE PRELIMINARY DEVELOPMENT PLAN AND THE PRELIMINARY <br /> DEVELOPMENT PLAT FOR THE ENTIRE PROJECT AREA AND THE FINAL DEVELOPMENT <br /> PLAN AND FINAL PLAT FOR THE RETAIL AREA, at 3.c., "Uses that would not be redeveloped include <br /> the Apache Office building at the corner of Stinson Blvd and Silver Lane,the Equinox apartment complex and <br /> the Cub food store." <br />
