-4- <br /> The minutes for the December 14th meeting of the Chemical Abuse <br /> Information Committee and the November Police Department report were . <br /> accepted as informational. <br /> A notice of the public hearing to consider the reallocation of CDBG <br /> funds scheduled to be heard before the Planning Commission during- <br /> their January 19th meeting had been included in the agenda packet. <br /> As they had indicated in their memos of December 3rd and 30th <br /> respectively , Mr. Berg and Mr. Childs reiterated that they. do not <br /> believe it would be cost effective. to continue the administration of <br /> the Section 8 Rental Assistance program with only from 22 to 25 <br /> units in the program in St. Anthony and the $3 ,000 reimbursement <br /> falling about $1,500 short of the actual. costs of administering the <br /> program. Councilman Ranallo was concerned with losing those revenues <br /> during this critical period and wondered, if the job doesn' t require <br /> special expertise , whether -it could not be handled by a clerk in the <br /> office. The Manager told him the City would have to reimburse the <br /> clerk and speculated, "the City can get a lot more value for Ron' s <br /> time in other areas" , suggesting the $3 ,00.0 might easily be recovered <br /> if the Administrative Assistant' s efforts were directed instead to <br /> administering a safety program for the City. He said there have been <br /> several instances where expensive accidents might have been avoided <br /> if such a program were in operation. He concluded by saying, "The <br /> Council knows my philosophy is that the City should provide the <br /> physical services and leave the social. services to other agencies <br /> with more experience and expertise in that field" . <br /> a <br /> • Moti•on 'by Councilman Letourneau and seconded-by Councilman Marks to <br /> authorize the . City Manager to negotiate the transfer of administration <br /> of the Section 8 Rental Assistance program for the City of St. Anthony <br /> to the Twin Cities Metro Housing and Redevelopment Authority . <br /> Motion carried unanimously . <br /> The Council followed the recommendations of the Public Works Director <br /> in the following action: <br /> Motion by Councilman Ranallo and seconded by Councilman Letourneau, <br /> to accept the bid and award the contract for the backhoe to Midway - <br /> Tractor for $30 ,:500. <br /> Motion carried unanimously. <br /> Notes on the December 30th staff meeting were accepted as informational . <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> table action on the 1932 Compensation for Non-.Union Employees proposal <br /> until the next Council meeting. <br /> Motion carried unanimously. - <br /> Motion by Councilman Ranallo and seconded by Councilman Letourneau <br /> • to adopt the resolution which authorizes a budget transfer . to pay <br /> overtime which resulted from-.numerous watermaip breaks this winter. <br />
