• <br /> MEMORANDUM <br /> DATE : January 8 , 1982 <br /> TO: Planning Commission Members <br /> FROM: Ron Berg, Administrative Assistant <br /> SUBJECT: CDBG Public Hearing - Reallocation of Funds <br /> ------------------------------------------------------------------- <br /> As you know, in the past- the Planning Commission has served as <br /> the City 's citizen group for holding required public hearings <br /> and recommending to the Council allocation of Community Develop- <br /> ment Block Grant (CDBG) monies . <br /> In October of 1981 , we sent out notices to, all City residents <br /> informing them of the availability of grant monies to aid low <br /> to moderate income families in rehabilitating their single <br /> family residences . As noted in the attached letter from Hennepin <br /> County, the response to that .mailing has been tremendous . They <br /> have asked we consider reallocating $50-60 ,000 of other, more <br /> tenuous , activities to single family rehabilitation. <br /> In past years we have allocated some CDBG monies for the rehabi- <br /> litation or upgrading of multi-family dwellings . This remains an <br /> innovative idea and staff has spent considerable time in attempt- <br /> ing to bring this activity to fruition in coordination with a <br /> Metro Council program and Hennepin County. However , it has been <br /> determined this alternative is not viable. A possibility remains <br /> that that activity could still be done entirely in house , but it <br /> will require at least a year of time . This , coupled with the <br /> fact and problem that some of the earlier years ' money must be <br /> spent (spend it or lose it) , has resulted in my recommending that <br /> multi-family rehabilitation money from Year IV and V (total <br /> $34 ,075) be reallocated to Year VII , single family rehabilitation. <br /> Also , as you know, HU-D funding for the proposed senior highrise <br /> on Kenzie Terrace was denied this current year. Thus , that <br /> activity appears dead, or at best , delayed for some time . Therefore , <br /> I recommend the Year VI money for that activity ( $16 , 082) be <br /> reallocated to single family rehabilitation. This , then , would <br /> be a total of $50 ,157 reallocated. <br /> ROB/cjk <br /> • <br />
