Sundland called the .meeting to order at 8 :17 P.M.
y Present for .ro.11 call : Sundland; Vice Chairman Letourneau; Secretary/
Treasurer Marks; and Commissioners Ranallo and
Enrooth.
Also present: David Childs , Executive Director
L
C
Motion by Secretary/Treasurer Marks and seconded by Commissioner- Enrooth
to approve as submitted the minutes of the H.R.A". meeting held
August 23, 1983.
Motion carried unanimously.
An informal meeting with the . H.R.A. Planning Consultant, Dick Krier,
had been held at 7 : 15 .P .M.. just prior to the Council meeting and
immediately following the Council budget workshop and public hearing.
Mr. 'Krier reiterated, as had been verified by the August 25th letter
from the President of Westwood Planning and Engineering Co. , that his
resignation had been accepted by Westwood, who had agreed to the
. ,assignment of their contract--with the H.R.A. to Mr. Krier 's °new
employer, Derrick Land Company, effective August 15, 1983, in order
that Mr. Krier could continue his service as consultant for the Kenzie
Terrace Redevelopment Project until its completion.
In his September 13th update on the project, which the Planning Con-
sultant distributed to . all present, Mr. Krier reported that a market
survey taken by the redevelopers had convinced them that the structure
for Phase 1 of the project would have to be redesigned which could
be anticipated to delay the construction of the condominiums , now to
be known as The Kenzington, until early next spring . There had been
some concern on both the Planning Commission and Council that the
parking proposed by the redeveloper would not prove adequate for
prospective buyers from this area and that assumption had been affirmed
in the 114 responses to the market survey sent out by the redevelopers
and by those buyers who had participated in the redesigning of the
building, all of whom confirmed. that at least one enclosed parking
space would have to be provided for each unit.
If these changes in parking are to be provided, the consultant said
the height of the proposed building would have to be increased to
5-1/2 stories with an additional one and one-half stories constructed
above ground. The redeveloper has received a verbal mortgage" commit-
men-t from the lender, subject to their review of the new design, and, .
Mr. - Krier said, when that approval is secured; a redrawn P.UD would be
presented for. H.R.A. approval" before it is presented for .Planning
. Commission° and Council -consideration.. The change in design- would force
Arkell to seek an extension.-of- their agreement with the H.R.A. for
the project but, since they have indicated they intend to pay $350 ,000
