[181.951] [STATE PUBLIC WORKS PROJECTS; <br /> 9 EMPLOY14ENT OF MINNESOTA RESIDENTS REQUIRED.] <br /> 10 Any employer engaged in constructing or building any public <br /> • 11 works project for the state of Minnesota or any political <br /> 12 subdivision of the state, or any other instrumentality or agency <br /> 13 of the state, shall employ only Minnesota residents on the <br /> 1; project or improvement and every contract let by the employer <br /> 15 must contain a provision that only Minnesota residents be <br /> 16 employed except as allowed by sections 1 to 3. <br /> '-7 Sec. 2. (181.952] [EXCEPTIONS.] <br /> 18 The requirements of section 1 are waived if (a) no <br /> 19 Minnesota resident is fully qualified to perform the job or if a <br /> 2C nonresident possesses characteristics that uniquely qualify him- <br /> 21 to perform the job as required by the contract, (b) hiring a <br /> 22 Minnesota resident would cause the employer to suffer an <br /> 23 increase in costs or expenses he would not otherwise incur, (c) <br /> 24 no Minnesota resident is readily available to perform the job <br /> 25 without unreasonable inconvenience to the employer, or (d) <br /> 1 <br />
