Y� <br /> February 28, 1984 <br /> St. Anthony Council and Police Departments <br /> This is an appropriate time to announce the spring fertilization and garden <br /> germacide treatment to all pet owners who wish to maintain the health of <br /> . . their respective animals. Many ingredients contained within the chemical <br /> mixtures can' and are very harmful. to the average household pet, especially <br /> - cats. In as 'much as most all dogs are restricted by law to- the control of <br /> their masters, little are the problems of the above,.. however, cats, rabbits <br /> and the like may very well be affected by these chemicals. It may be well <br /> to suggest to all owners of the feline group that adherence to the dog laws <br /> may be extremely beneficial to the welfare and health of their animals. <br /> Cats, dogs, etc. that are allowed to run freely in St. Anthony and elsewhere <br /> jeopardize the health and safety of our citizens and especially that of our <br /> children who are most trustful of pets, be they their own or those of <br /> • strangers who allow animals to roam unrestricted. A very-simple solution to <br /> . the above would be the confinement- of all dogs, and especially cats, to a <br /> rope, chain or cable which would allow access only to the property of the <br /> owner." In so doing, the problems of health and well being of the pets, <br /> children and all concerned could be protected. Rarely if "almost" never <br /> is seen a dog running loose in St. Anthony', however cat owners must feel <br /> that they have a special priveledge to allow their pets to roam at will, <br /> anywhere and at any time of day or night. If all of the dogs and cats were <br /> allowed to roam freely at one given time within the St. Anthony area the <br /> results would be catastrophic. Why then, allow a few chosen pet cat owners <br /> whatever they please under the protection of our legal system which has an <br /> absolute control law regulating dog leash containment under the penalty of <br /> confiscation, fine and possible pond or laboratory death. Our laws definately <br /> favor the feline for freedom of movement and confinement of the dog and other <br /> -larger animals. All should be controlled under the same laws for the protection <br /> 'of all. If a multitude of .several hundred stray cats were suddenly to appear <br /> -in St. Anthony there would, 'just as suddenly, be legal action against allowing <br /> :,the freedom of unrestrained cats, dogs and ;like animals. Why then is-this not <br /> now. a-law? Discrimination is distasteful. Under the present prosecution policy <br /> - it parallels--like forms in every. degree of our society where -just and equal <br /> protection are provided law abiding citizens on a just*and equal basis.' <br />
